Research On The Construction Of Grassroots Medical And Health Service System In Yunnan Province Based On The Perspective Of Grading Diagnosis And Treatment

Since the inception of the new century, the medical and health reform of Yunnan Province has got remarkable achievement, but the medical and health care is still lagging behind the development of economy and other social undertakings. There is a sharp contradiction between health services and the growing health needs of the people, and still exist many problems such as the absurdity of resources structure, unsuitable operation mechanism and lack of scientific management.To solve these problems above, this paper puts forward to through the construction of basic medical and health service system. On the one hand, to lay the foundation of grading system of diagnosis and treatment, and to improve the service quality of the primary medical institutions in Yunnan Province. On the other hand, to sink the quality of medical resources to the grassroots, so as to further ease the grassroots problems of "Medical Treatment Difficult and Expensive Medical Treatment". And the final aim is to improve the level of life and health of the urban and rural residents in Yunnan Province.First, this paper analyzes the basic concepts of grading treatment, basic health system, combined with the theory of system management, public choice and so on, as the foundation of this research work. Then by means of field survey, statistical data collection to the present situation of medical and health services in Yunnan Province investigation, basic medical and health service system present situation analysis, find out the problems existing in the construction of grass-roots health institutions, operation mechanism.At the same time, based on and the status of primary health care structure in Yunnan Province, according to the characteristics of the primary medical institutions, to the diagnosis and classification system is the core of construction, comprehensive application of health systems management, public choice theory knowledge of basic medical and health services, the development of design to complete the construction target of the general scope of diagnosis, strengthening basic treatment ability and often medical system in Yunnan Province grassroots medical institutions.Finally, according to the target of construction, this paper led proposed idea of the construction of the Yunnan Province in the future grading system for diagnosis and treatment of primary health care institutions from the strengthening of personnel quality, perfect mechanism, enhance the level of information and adhere to the government. It has a strong practical and theoretical explore significance.
