Large medical equipment refers to the precision instruments and equipment with large volume,high market value,high level of science and technology that used in medical and health work.It is divided into A and B two categories.Class A includes Positron Emission Computed Tomography,gamma knife,proton therapy system,etc.Class B includes Computed Tomography,Nuclear Magnetic Resonance Imaging,Single-Photon Emission Computed Tomography,Digital Subtraction Angiography,Linear Accelerator.In recent years,large medical equipment has been developing rapidly,which greatly improves the diagnosis and treatment level of the hospital,Its quantity and quality become an important indicator of the modernization of hospitals.Meanwhile,large medical devices are expensive.It has led to a sharp rise in healthcare costs,and become an important reason for the "patient care".A reasonable and effective use of large medical devices will not only improve hospital care,but also reduce hospital operating costs.However,at this stage many hospitals in the overall use of large medical equipment efficiency is not high,the use of inadequate and the use of excessive coexistence.The maintenance management and performance analysis of large medical equipments have gradually become the important content of medical and health care management,and the research has been deepened.In this paper,literature research,expert advice and empirical research methods are used to study the performance evaluation index of large medical equipment.Objective:This study taked the hospital large medical equipment MRI as an example,using comprehensive literature research,expert meetings,questionnaires and other methods,selected and constructed the performance evaluation index of public hospital equipment from the perspective of investment decision.The paper defined the calculation formula of the index,the unit of measurement,and explored the data acquisition.It provided practical and feasible reference for the performance budget,performance evaluation and performance audit of large medical equipment.Methods:Comprehensively search and get 2005-2014 journal literature of performance indicators of large medical equipment.Through strict inclusion and exclusion criteria,the literatures were selected to meet the requirements.The collected 87 performance indicators papers of large medical equipment were recorded to the Microsoft Access 2010 database.Metrology statistic was carried on using Microsoft Excel pivot table.On this basis,combined with the results of the expert meeting,a questionnaire was developed to evaluate the performance evaluation of large medical equipment,taking the nuclear magnetic resonance as an example.The survey results were screened by statistical indexes to obtain the final performance evaluation index of large medical equipment,and to conduct index analysis and empirical study.Results:Through literature study found that the performance evaluation of large medical equipment research developed gradually.But the study area and unit distribution was not balanced.Core authors were not prominent.Core periodicals had basically formed.The evaluation of the relevant research focused on the economic benefits.The index group obtained from the literature was formed to form a framework of performance indicators for large medical equipment by combining the similar indexes and removing duplicate and poor operational indicators.The framework of performance indicators for large medical equipment had been further improved by the brainstorming session of the experts conference and formed the final questionnaire.Through the questionnaire study we determined the economic and social benefits of two primary indicators,and 20 secondary indicators,for example investment recovery period,the number of inspectors,net present value,annual utilization rate,etc.The definition,calculation method and data source of each index were analyzed.An empirical study was carried out with a nuclear magnetic resonance in a A general hospital.Conclusion:The purchase of large medical equipment in public hospitals is financed directly by the government.The performance of this part investment is also concerned by the government.Only by analyzing and evaluating the usage of large medical equipment regularly,can we improve the rational allocation of health resources and improve its comprehensive management ability.Magnetic resonance imaging equipment belongs to the high-end medical imaging equipment,which has the advantages of multi parameter imaging,high contrast imaging,no contrast and no radiation.Its diagnostic value has been highly evaluated by the medical profession.MRM is expensive.It is necessary to demonstrate its necessity,practicality and scientificity before purchasing,to standardize procurement procedures and save money.In the selection of procurement standards,the establishment of indicators is crucial to the final results and Implementation.The study of the performance indicators of large medical equipment with NMR as an example had reference value.
