The Study Of Holistic Governance Of Electricity Regulatory System In Jilin Province

Electric power is the necessary energy for social production and life.It is the foundation of the national economy.It is the basic requirement for the development of the national economy to set up a scientific,effective and reasonable electric power supervision system.Therefore,to reform the system of electric power supervision system,the establishment of power supervision system suitable for the current macro environment and micro environment,strengthen the power supervision,can not only promote the development of power industry itself,but also conducive to the smooth development of the national economy.From the perspective of power supervision,the State Electricity Regulatory Commission,the national development and Reform Commission and other government departments,as well as the national Power Grid Corp and other enterprises have the power supervisory duties,but the lack of communication between them,lack of integrity,the existence of "fragmentation" and the responsibilities of the disconnection problem,seriously reduce the power supervision,which restricts the healthy development of the power industry.In view of this situation,this paper puts forward the establishment of the electricity regulatory system based on holistic governance,and constructs an integrated mechanism of electric power supervision.Holistic governance is a kind of governance theory,emphasizes the function integration,unified management,clear responsibilities,good at solving the "fragmentation" problem,can strengthen communication,coordination and cooperation between organizations,eliminating the "bull" regulation from defects,improve the overall quality of service.As a kind of government governance theory,it is feasible to introduce the holistic governance into the electric power supervision of the state power company,which can improve the overall effect of the electric power supervision.In this paper,the national Power Grid Corp in Jilin Province as the research object,starting from the actual situation,the specific analysis of Jilin Province,the national electricity regulatory issues.Then,based on the theory ofholistic governance,the reform measures are put forward,and a new type of electric power supervision system is established.There are five parts in this paper:Part one: introduction.It includes the background and significance of the topic,the domestic and foreign research literature combing and holistic governance,the research methods and the framework of this paper,the innovation and shortcomings of this paper.The second part: the theoretical tools and applicability.It includes the background and characteristics of the holistic governance theory,the theory of holistic governance theory,the applicability of the holistic governance theory to the study of the reform of the electricity regulatory system.The third part: The current situation of Jilin Province electric power supervision system-taking State Grid Company of Jilin Province as the example.It includes the problems of the current power supervision system of Jilin Province,the application of the theory of Holistic Governance and the examination of the power supervision.The fourth part: the strategy of the reform of the electric power supervision system in Jilin Province under the direction of holistic governance.The contents include the reform of the electric power supervision system,the reform of the electric power supervision system,the reform of the electric power supervision system,the reform of the electric power supervision system and so on.The fifth part: conclusion and prospect.Summarize the main points of this paper,the research content,and look forward to the future development of electricity regulation.
