Study On The Fragmentation Dilemma Of Food Safety Supervision And Its Overall Governance Approach

China's government departments emphasize the division of professional responsibilities by various degrees of specialization,resulting in the separation of organizational boundaries,cross-functional functions,and departmental protectionism,which have caused problems such as local protectionism,split management,and service chain lysis in our government's governance.Increasingly serious.Since food safety is a systematic project from farmland to table,it requires multiple supervision departments to cooperate in the supply chain.Therefore,the fragmentation of power is particularly prominent in the supervision of the food industry.Although there are many researches on the food quality and safety supervision framework and the government's division of powers and responsibilities in the supervision of food quality and safety,the dilemma of fragmentation of food quality and safety supervision is still insufficient,and it is difficult to make food safety based on the reform of the major sector.Regulatory government departments adjust to provide effective theoretical support.To address the shortcomings of fragmentation and simplification in the existing regulatory system,this study uses literature research methods,case study methods,and normative analysis methods to try to understand the current functions of regulatory authorities by entering into the history of food safety regulatory systems.Taking the supervision of the dairy industry as an empirical research object,we analyze the causes of the fragmentation of China's food safety supervision from the three dimensions of the regulatory body,regulatory system,and regulatory process.By studying advanced foreign experience,combined with the status quo of governance,based on the overall Governance theory puts forward the path to solve the "fragmentation" dilemma.This article attempts to establish a "government-oriented,industry self-examination,active participation of social forces," the regulatory model.The specific approach is as follows: First,in the overall control of the regulatory body,establish overall government governance orientation,integrate food safety regulatory agencies at the same level,strengthen corporate self-regulation,and nurture third-party social supervision forces;Second,in the overall regulatory system In the sexual control,the government's food safety performance appraisal system is optimized,a grid-based grass-roots supervisory system is established,and the relationship between horizontal and vertical laws and regulations is balanced.Third,in the overall control of the supervision process,food safety information systems are integrated and established.Normalized long-term supervision mechanism,to build a full-process monitoring of food safety traceability system.As a result,it provides full supervision in the supply chain,realizes multi-governance between government,market and society,and establishes seamless supervision from the field to the table.
