Study On The Improvement Of Food Safety Supervision Of Online Meal Ordering Industry

Compared with traditional catering industry,market bodies of online meal ordering industry are more diverse,hidden and cross-regional;the transaction process of online meal ordering industry is more complicated and virtual;the food safety risk of online meal ordering industry is more congregate.At present,online meal ordering industry is developing rapidly,and the food safety problems of online meal ordering industry are prominent.Strengthening the study of food safety supervision of online meal ordering industry has important practical significance for ensuring the safety of online meal ordering consumption,promoting the healthy development of online meal ordering industry,and improving the level of food safety supervision of online meal ordering industry.Taking A city of Zhejiang Province as an example,this paper uses holistic governance theory to analyses the food safety supervision of online meal ordering industry.The article mainly expounds the enlightenment of holistic governance theory on food safety supervision of online meal ordering industry,discusses the problems existing in food safety supervision of online meal ordering industry and analyses their causes,and accordingly put forward countermeasures and suggestions to promote the holistic governance of food safety supervision of online meal ordering industry.This paper points out that the holistic governance theory has three enlightenments on the food safety supervision of online meal ordering industry.First,we should realize the joint participation of multiple subjects and ask them to shoulder their respective responsibilities.The second is to apply information technology to reform the government regulatory model.Third,government,operators and the public should cooperate on information sharing.Although some achievements have been made in the food safety supervision of online meal ordering industry in A city,there are still some shortcomings: the laws and regulations are not binding,the cooperation among different regions and departments within the government is not smooth,government supervision of online meal ordering industry is not achieved normalization,supervisor lack of operational capacity,there is a supervision blank on online meal delivery.The reason is that the relevant laws and regulations are not sound,the government supervision model is relatively backward,food safety information is shattered,the self-discipline consciousness of operators is not strong and the social supervision role is not effective.The holistic governance of food safety supervision of online meal ordering industry,should be based on the principle of satisfying citizens' demands for the food safety of online meal industry,using information technology as a management measure,coordinating,integrating and responsible as the governance mechanism,and construct a holistic governance network with efficient government supervision by the government,active self-regulation by operators,effective supervision by the public,mutual sharing of resources and deep cooperation between each other,so as to provide citizens with seamless food safety supervision service for online meal ordering industry.In order to achieve the above objectives,it is suggested that laws and regulations related to the online meal ordering industry should be perfected as soon as possible,use information technology to set up a cloud platform for government supervision,give full play to the role of self-discipline of operators,pay attention to play the role of social supervision,promote information sharing and cooperation between government,operators and the public.
