Government Regulation Of Online Order Food Safety

The rapid development of the Internet has provided an opportunity for the transformation and upgrading of the traditional catering industry.While the new format of "Internet + catering" provides convenience for consumers,the food safety problems caused by it have also aroused widespread concern in society.Compared with the traditional catering industry,the online order food transaction has the online virtuality of Internet transactions and the cross-regional characteristics of the business entities.It has gathered two kinds of food safety risks of “online + offline”,resulting in frequent food ordering food safety events.It has also brought great challenges to the government's existing regulatory legal system,the existing system and model while increasing the safety risks of online ordering food.Based on the holistic governance theory as the theoretical basis,the theory on the governance logic respectively embodies the coordinating integration as the core concept of instrumental rationality,guided by the demands of the social public benefit value rationality,by means of coordination and integration,attaches great importance to the development of information technology,and emphasizes the government,market,society,multivariate main body participation management cooperation network.The coordination,integration and full use of information technology and other connotations of the holistic governance theory have important theoreticalapplicability for the management countermeasures of network food safety.Under the background of the establishment of the State Administration of Market Supervision and the adjustment of the supervision functions of government departments,the paper carries out an empirical study on the government supervision of food safety in the S-zone.First of all,the field interview method was used to conduct research and interviews on the S department market supervision bureau,customs,agricultural economics and other relevant departments,to understand the current status of S-food order food safety supervision,regulatory effectiveness and existing problems.Secondly,safeguarding the legitimate interests of consumers is the starting point and goal of government food order food safety supervision work.Consumer evaluation also makes the government governance work more targeted.Therefore,from the perspective of consumers,this paper constructs a consumer evaluation model for government network ordering,and conducts a questionnaire survey.Based on the questionnaire data,the reliability analysis,validity analysis,descriptive analysis and multiple regression analysis were used to quantify the current government regulation of food safety in the S area.Based on the field interview and questionnaire survey,this paper finds that there are problems in the government supervision of online food ordering safety in S district,which are mainly manifested as "fragmentation" of government supervision.This is consistent with the theoretical basis of the holistic governance theory,which is an important analytical tool to respond to the "fragmentation" problem.Therefore,this paper focuses on the analysis of the "fragmentation" dilemma of the government supervision of network food safety in S district,and believes that it is mainly caused by the fragmentation of responsibility concept,the fragmentation of regulatory subjects,the fragmentation of regulatory information,the fragmentation of regulatory methods and other aspects.This paper combines the challenges and empirical research faced by the government supervision of network food safety in S district,and applies the holistic governance theory to respond to the "fragmentation" dilemma of government supervision of network food safety.Construction of the network order food safetyintegrity management countermeasure analysis framework,that is,from mold order holistic governance concept,strengthening network centre for food safety government organization and coordination and integration,attaches great importance to the multiple main body participation network centre for food safety management,strengthen the information fusion technology,strengthen the legal protection of network centre for food safety management in five aspects,such as network centre for food safety management countermeasures,so as to break through the dilemma of government supervision of online food ordering safety,implementation from fragmentation to holistic.
