Since 2014,China's GDP growth rate has stabilized,and economic development has entered a new normal state.The phenomenon that the manufacturing industry spurs the output value has peaked and declined.The shortcomings of extensive economic development began to appear.In this context,people began to pay attention to economic efficiency and ecological efficiency,and sought to achieve greater output through less resource consumption and pollution emissions.This article uses the Material Flow Accounting in industrial society's metabolic theory to construct a complete ecological efficiency evaluation system.Based on the eco-efficiency evaluation system mentioned above,the super-efficiency DEA model was used to calculate the eco-efficiency of 30 provinces,municipalities and autonomous regions in China.The evaluation results show that in terms of the time dimension,the eco-efficiency of China's provinces has been increasing year by year from 2007 to 2016,especially in 2016.With the introduction of the "13th Five-Year Plan for Ecological Planning",The government began implementing strict environmental policies,making eco-efficiency achieve leapfrog development.From a spatial point of view,At present,the ecological efficiency of the eastern coastal areas of China is relatively high.The ecological efficiency of the central and western regions is relatively low,and the ecological efficiency is declining from the east coast to the west of the west.The regional differences in ecological efficiency are very large.The evaluation results show that there are obvious "cluster development"phenomena in the eco-efficiency of provinces in China.Therefore,this paper uses Morans'I index to measure the spatial correlation of ecological efficiency in various provinces and cities in China.The results show that the spatial efficiency of various provinces and cities in China is evident.The phenomenon of mutual influence is very obvious.In order to study the reasons for the spatial agglomeration of eco-efficiency,this paper selects six factors that may affect the eco-efficiency,build a spatial Doberman model to study the factors of eco-efficiency.The research results show that the level of regional economic development and industrial structure constitute the basis for long-term and stable improvement of ecological efficiency.The improvement of energy structure and the implementation of environmental policies have a rapid and obvious.impact on ecological efficiency,and can significantly increase the level of ecological efficiency in the short term.At the same time,the flow of human capital,technology spillover effects,and mutual imitation of environmental policies have made changes in various factors in a region not only affect the ecological efficiency of the region,but also have an impact on the eco-efficiency of neighboring regions,thus forming a strong positive spatial correlation.Finally,based on the regional differences and spatial agglomeration characteristics,this paper combineing China's national conditions and the main influencing factors of ecological efficiency,proposes strategies for realizing sustainable development of regional economy from six aspects.
