Measurement And Spatial Correlation Of Eco Efficiency In Bohai Rim Region

The region of Bohai has a unique location advantage,resource endowment and strong industrial base.The party's 14 th National Congress has already listed the region of Bohai as the core of the country's accelerated development.Through the development and progress of 20 years,the area around Bohai has become one of the most important growth of China's economic development.At the same time,coastal cities are also important windows to connect inland areas,promote regional economic growth and opening to the outside world.In 2015,the GDP of Tianjin,Hebei,Shandong and Liaoning in the Bohai Economic Zone reached about 7 trillion and 200 billion yuan,accounting for nearly 10.5% of the GDP in the same period,and in the last ten years,it has maintained high growth.The rapid development of economy is bound to consume a lot of resources,and also affect the stability of the natural environment,and break the balance of ecosystem.The traditional road of "pollution first and post governance" is no longer suitable for the development mode of today.The ecological problem has become an important factor restricting the economic growth and sustainable healthy development of the Bohai region.Therefore,on the basis of maintaining sustained and steady economic growth,strengthening environmental protection,recycling of resources,rational distribution of elements,maximizing ecological efficiency and seeking harmonious,healthy and sustainable development of economy,society and environment in the Bohai region have become an inevitable choice.This paper first analyzes the research progress of regional ecological efficiency at home and abroad and the significance of this paper.Secondly,it expounds the concept of ecological efficiency and its related theoretical basis;constructs the evaluation index system of ecological efficiency in the Bohai region,and selects the relevant input elements,output elements and undesired output factors;on this basis,the traditional ecological efficiency research method is the data.The method of envelope analysis was improved.The SBM model of non meridian and non angle was taken into consideration,and the regional ecological efficiency level of 17 cities around Bohai coastal area was calculated with the Malmquist productivity index.Considering that the regional ecological efficiency level was disturbed by the external environment variables to some extent,the Tobit regression model was established,from the economic,social and industrial structure.The influence factors were selected and the quantitative analysis was selected.Finally,the GEODA software was used to analyze the spatial agglomeration characteristics and correlation of the ecological efficiency values in various regions.The main conclusions were as follows:(1)2006-2015 years,the ecological efficiency level of 7 cities in Tianjin,Cangzhou,Qingdao,Dongying,Yantai,Weihai and Dalian was the best,and the other cities were the other cities.All of them fluctuated,and there was a significant difference in the level of eco efficiency between different regions.From the point of view of the whole,the value of ecological efficiency has a downward trend and then tends to rise,and tends to be stable in recent years,which shows that the ecological efficiency is not high,but the ecological efficiency of the area around Bohai is not high.From the trend of ecological efficiency,the change trend of technical efficiency in all over the 10 years is "fluctuating",and the construction of ecological civilization is still in place.In the exploration stage,the effect is not significant;the technological progress and investment scale are better,and the waste phenomenon caused by overinvestment is avoided,and the relatively backward pure technical efficiency is an important factor hindering the total factor productivity progress in some areas.(2)using the Tobit regression model to analyze the influence of the external factors on the ecological efficiency of the Bohai region,the population density and the actual effect The use of foreign capital has played a significant role in promoting the promotion of ecological efficiency,and the proportion of per capita GDP and the third industry occupies a significant inhibitory effect on the ecological efficiency of the Bohai region,and the green coverage rate of the built-up area has not passed the significant level test,but it also has a negative inhibitory effect on the ecological efficiency.It can be seen that the influence of the external environmental variables on the ecological efficiency of the region has a significant effect.There are certain differences;(3)through the analysis of the spatial correlation and agglomeration characteristics of the ecological efficiency values of each city around Bohai coastal areas,the ecological efficiency of the region in 2006 and 2015 is negatively correlated in space,and not detected by the significant level in 2006 and 2015,while in 2010 it is a significant positive correlation;from the local perspective,the region around Bohai.The eco efficiency of the region has significant spatial correlation and spatial agglomeration characteristics,and it affects each other in space.
