In recent years,the global economy has grown rapidly and the process of urbanization has been accelerating.Human society and civilized rapid progress at the same time,but also on the original climate and environment caused serious damage,brought a lot of problems and challenges,floods is one of them.With the extreme weather is becoming increasingly serious,China's large and medium-sized cities frequent floods,to the city caused serious economic losses and social impact.The existing flood control and waterlogging system due to the lack of long-term planning and technological innovation,can not real-time understanding of the situation of urban rainstorm and response,in order to timely access to rainfall and respond to it,new technologies,new methods came into being.With the Internet + concept of the proposed,cloud computing,Internet of things,geographic information systems and other information technology continues to mature and development.The demand for intelligent monitoring and early warning system,which integrates new technology,is becoming more and more urgent.A GIS-based urban flood monitoring system can be established to monitor rainfall in real time and to generate decisionmaking in time.Emergency personnel according to the generation of programs to take appropriate action to effectively reduce the damage caused by the disaster.Based on the analysis of the status quo of urban flood control and flood control system,this paper designs a set of comprehensive information ArcGis,J2 EE,Bootstrap,Mysql,microcircuit and other information technology as a whole,combining with the development of flood control information in Chinese cities Urban Flood Control and Waterlogging System.The system is divided into four modules,namely real-time monitoring module,integrated management module,historical information query module and WeChat small program module.The system displays the rainfall information,water level information and weather chart of each site in real time.When the rainfall or water level exceeds the warning value,the system will start the warning automatically and provide the staff material dispatch plan according to the disaster information.To achieve the data display,data analysis and decisionmaking integration,the effective integration of resources.Compared with the traditional manual management,the system is more real-time,more accurate judgments,material scheduling more timely and effective to improve the level of flood control management,reducing the damage caused by the disaster.
