The research and understanding of natural science have been deepened year by year,and the study on seismology has been developed from the very beginning observation to monitoring to the present earthquake prevention,absorption and resistance.With the constant improvement of social economy and culture,the progress of science and technology,how can we make efficient use of existing data is getting more and more important.It is particularly significant to apply new methods to improve the ability of government and earthquake departments to quickly respond to emergencies and resist risks,and to provide convenient and rapid emergency relief and related information for the masses.The earthquake disaster pre-assessment software is to integrate multiple data using computer,geographic information system,global positioning system,monitoring system,earthquake disaster pre-assessment system and statistical system etc.It applies network,communication and other channels to provide earthquake emergency service and earthquake disaster pre-evaluation.The software can effectively simulate the geological disasters of earthquakes,the collapse of buildings,the destruction of lifeline engineering,the casualties and pecuniary loss etc.According to the simulated disaster results,the preparatory work can be done well,so that the disaster can be prevented and mitigated and more effective guidance for the disaster relief work after disasters can be provided for leaders.The earthquake disaster pre-assessment software involved in this study is consist of the "earthquake emergency rapid assessment and auxiliary decision-making system"(the 10 th Five-Year Plan system)and the "regional earthquake emergency command system"(the 12 th Five-Year Plan system).The former system was developed by Earthquake Administration of China during the 10 th Five-Year Plan period and I am responsible for the design of the functional framework of the latter one now.In this paper,the area of earthquake disaster pre-assessment is selected Songyuan area,where moderate earthquakes occur most frequently in Jilin Province.Each of the earthquake disaster assessment models in the earthquake disaster pre-assessment software is studied and analyzed,and then is applied to the calculation.By studying the application of earthquake disaster pre-assessment software in several moderate earthquakes in Songyuan area,it is concluded that the method to improve the accuracy of the output is artificial correction of seismic impact field parameters.Based on the analysis of geological structure and seismogenic faults in the epicenter area,artificial correcting parameters are obtained.The directions and extents of the corrected seismic impact field is nearly consistent with the condition in real earthquakes.With the accurate pre-evaluation results of earthquake disasters,the software will play a more important role in the command work of earthquake emergency rescue.By studying the application results of the 10 th Five-Year Plan system in real earthquakes,it is found that the system can no longer meet the new requirements for the earthquake disaster pre-assessment software at present.It is also found that it cannot widely use new computer technology and achievements.Therefore,according to the technical demand of the present,I design and build the 12 th Five-Year Plan system.It is the newest pre-evaluation platform for earthquake disasters and has realized many innovative functions.The function of multi-user and multi-area logging in seismic industry network is realized,and the goal of sharing of seismic information and seismic pre-evaluation result is achieved.The new software system is compared with the original software system in terms of functions.It adds a number of innovative functions in model operation,information display and statistics,data sharing and viewing,information interaction and feedback,simultaneous login by multiple users at multiple regions etc.The 12 th Five-Year Plan system makes the earthquake disaster pre-evaluation system more in line with the needs of the earthquake emergency work at the present stage and improves the technical force of earthquake emergency in the cities of the province.It will play an important role in the earthquake emergency work of the whole province.
