Earthquake is one of serious natural disasters, and often results in enormously losses of casualties within extremely short time. The disaster will become even worse when it happen in city, therefore disaster relief and rescue are very important. As one of the most critical works, on-site search and rescue is the first step for emergency responses and rescue. Earthquake on-site search and rescue is the kernel of earthquake emergency rescue, it is the main task of emergency rescue team of earthquake disasters, too. As we all know, on-site search and rescue comes with a very complicated procedure, efficiency is the most crucial factor for urban earthquake on-site search and rescue. Its efficiency depends on the reasonable command and decision-making rapidly. What's more, urban earthquake on-site search and rescue is presently becoming more and more complicated because of complex changes resulted from urbanization. More and more factors need to take into account, thus it is not easy to make reasonable commanding and decision-making rapidly.During the recent decades, new techniques, such as geography information system (GIS),decision support system (DSS) and intelligent spatial decision support system (ISDSS),have been put into the work of protection against and mitigation of urban earthquake disasters as the development of science and technology. Since GIS has been used, the course includes three phase: primary stage,developing stage and decision support stage. Highly desirable results have been achieved in some fields, such as seismic disaster prediction, but little work has been done in urban earthquake on-site search and rescue.This paper applies GIS and ISDSS to urban earthquake on-site search and rescue. Design and implementation of urban earthquake on-site search and rescue command auxiliary decision system have been discussed and developed based on GIS, included as the following: Firstly, In response to the features of urban earthquake on-site search and rescue command auxiliary decision system, conforming with GIS software engineering thought, this paper presented a scientific system design in comparison of system design procedures commonly used and accomplished the overall design of urban earthquake on-site searching and rescuing command auxiliary decision system .Secondly, this paper studied the principal analytical models and decision-making models of urban earthquake on-site search and rescue Command, including urban earthquake casualties distribution prediction model, shortest path model, ruin type model, deploying decision model of on-site search and rescue strength and rescue materials demand model.Thirdly, A systematic study of the concept,characteristics,basic component and functions of intelligent spatial decision support system was conducted. According to the characteristics of urban earthquake on-site search and rescue command auxiliary decision system, construction method of model and knowledge database as well as integration method were designed.Fourthly, using ArcGIS, VB+ArcObjects and VBA technique developed a prototype of urban earthquake on-site search and rescue command auxiliary decision system. Data from ZiGong city are used to test the system and achievements are presented.
