Coal is the main energy source in China,and Shanxi Province is one of the major coal producing areas.Because most of Shanxi is located in the loess hills with ecological fragility and water scarcity,the damage to land and water resources caused by coal mining and the resource and environmental problems are particularly prominent.However,Shanxi is China's only province-wide resource-based economic transformation comprehensive reform pilot zone.The appeal of Shanxi's social and economic sustainable developmen and the objective requirements of the unified management of national natural resources,which makes the development of the use of and the protection of natural resources raises the requirements for higher updates in the mineral resources development concentration zone.This study selected the Changhe River Basin of Zezhou County,Shanxi Province as the study area to explore the resource coordination problem as a typical mineral resource concentration area,specifically refers to the coordinated management of coal development scale and land and water resources protection.The core of management and control proposed in this study is to identify key factors and clarify the scope of regulation.The key management factors involved include two major categories.One is the total controllable factor of the government based on the front-end protection concept,which is obtained by using the structural decomposition analysis method to clarify the correlation between the development scale of coal and the depletion of water and land resources.Then obtain the appropriate control range of key factors with its optimal niche,and then combine the Kuznets curve to obtain the upper limit of their control.The other category is the key factor chosen by coal companies based on active protection and producer responsibility.This is obtained by judging the main influencing factors of water and land resource consumption from the perspective of coal enterprises.The scope of regulation of these key factors is clarified by using the three methods of scatter fitting,nuclear density estimation and multiple regression analysis.This study proposes corresponding key control factors for different subjects.And This study is based on the concept of resource development and utilization of front-end protection and active protection,it is expected that the dual utility of the government's macro-level unified planning and coal enterprises' active participation in protection can be fully utilized.This study in order to achieve the coordination between the scale of coal development and the protection of land and water resources,it is intended to provide reference for the construction of a natural resource development and utilization protection system planning system in which the government is the leading enterprise,the enterprise is the main body,and the public is widely involved.This study uses the material flow theory to construct the material flow framework between land resources,water resources and coal resources in the process of coal resource development,and defines the water and land resource consumption as ecological burden,and discusses it in the resource-environment-economic composite system.The main content of this study consists of three parts:?1?Introducing a nonlinear time function to compensate for the incompleteness of the data.Based on this,the structural decomposition analysis?SDA?method is used to discuss the relationship between the production characterization of the coal development scale?raw coal production?,economic characterization?mining industry economic density?and water and land resource loss in the Changhe River Basin from 2006 to 2016.By measuring the contribution of mining land,coal scale,coal mining loss technology to the loss of water and land resources,to understand the impact of these three types of driving factors on the loss of water and land resources.?2?After determining the key factors of total quantity control through the first part,applying the niche theory to propose the best control range aiming at achieving coal-land-water resources coordination.However,considering the dependence of economic development on resource development,the upper limit of total factor control is clarified.?3?Through the scatter fitting of the factors affecting the damage of 15 water and land resources in 12 coal enterprises in the study area,quantitatively clarify the impact of various factors on the damage of water and land resources.Then select the seven factors with the highest degree of influence to estimate the nuclear density and describe the characteristics of the curve.Combined with multiple regression model,the comprehensive effects of multi-factors on water and land resources damage in the study area were analyzed and the main influencing factors were determined.The results show:?1?There is a clear correlation between the scale of coal development and the consumption of water and land resources,and the scale of coal development is the most contributed factor in the driving factor of land and water resources consumption in the study area and has a positive effect,and the contribution rate is second only to its technical driving factor which obviously produces negative effects.?2?The total amount of government front-end protection and its control scope are to set the appropriate control range of raw coal production to between 1295200 and 1682400t?a-1,and the upper limit is 2544400t?a-1.The suitable control range for coal mining damage is set between 22.28-33.85hm2,the upper limit is 71.51hm2,and the suitable range of coal mining displacement is set between1277400-1354100m3,the upper limit is 3884600m3,and the appropriate control range of coal consumption is set at 3547200-3816100m3,with an upper limit of 6470400 m3.?3?The key factors for active protection of enterprises are groundwater runoff,total water consumption,service life and mine area.Considering the controllability,it is recommended that the mine area plan is less than 1 000 hm2,and the total water consumption is controlled below 1122.02 m3.
