China Geological Exploration Unit was founded in the 1950 s and has provided a powerful guiding role for national energy and mineral resources development for many years.In 2006,the state proposed to deepen the reform of state-owned geological exploration units and implement the independent management mode of institutions and enterprises.Since the 18 th National Party Congress,as the overall economic growth rate has entered a slow adjustment period,the implementation of the supply-side reform policy has been implemented.Under the influence of the“one to one supplement” policy,new changes have taken place in the geological exploration work,strengthening environmental geology,urban geology,tourism geology,hydrogeology and engineering geological work,especially in the country's environmental geology,unconventional energy and strategic Investment in the emerging minerals sector has increased significantly.Under the guidance of the State Council on promoting the reform of public institutions and regional implementation,the Xinjiang Uygur Autonomous Region also put forward implementation opinions on the classification reform of geological exploration units.The original geological exploration units are classified according to the public welfare category 1 and 2,and the first type of geological exploration units are engaged.For public welfare geological exploration,the second type of geological exploration unit is mainly engaged in commercial geological exploration.For Xinjiang geological exploration units,the separation of business and enterprise is the focus of recent work,and the reform of human resources management is the key link.Taking the second district of the Xinjiang Bureau of Geology and Mineral Resources as an example,this paper starts with the investigation and analysis of the current situation of human resources management of the unit,and studies the problems existing in the human resources management of the unit through literature reading,questionnaire survey,case analysis and other research methods.,carefully analyze the reasons for the problem.According to the actual measures proposed by the unit,the conclusion of this paper is drawn: that Xinjiang geological exploration unit wants to gain competitive advantage under the existing market system,must carry out innovation in traditional personnel management,and establish scientific and reasonable according to humanresource management theory.Human resource planning,strengthen talent recruitment and training development,establish a sound and effective personnel assessment system,post performance management system,and further enhance the core competitiveness of the unit.
