The conventional project department of Power Grid Company of Province A has been unable to meet the needs of evolving companies,and many problems such as insufficient staff,low management efficiency and low project returns exist because of it.This paper attempts to propose a new team-based project management mode,optimize staffing,standardize operational processes,and improve operational efficiency and management.Based on the in-depth analysis of the company's current situation,this paper clarifies the problems existing in the grid company of Province A,and finds that the shortage of personnel is the most prominent,which indirectly leads to defects in the company's management norms and efficiency.Based on this,this paper attempts to set up a new team-based project management mode and redesign the building principles,organizational structure,staffing and management specifications of the project department.On the basis of the new model,this paper establishes two integer programming models from the perspective of maximizing the project profits with existing human resources and optimizing the staffing in the situation of meeting the requirements of existing projects.Algorithm is also developed to solve the model quickly so as to obtain the optimal staffing arrangements.Numerical experiments illustrate the effectiveness of the models and algorithm.Finally,the paper determines the scope of the pilot of the new model,and evaluates the implementation results from all aspects of the project.
