In the eighteenth century,industrial civilization was opened,and developed countries began to pursue economic growth without any scruples.Later,other non-developed countries also took advantage of it.It is undeniable that industrial civilization has brought about a higher level of economic development,but large-scale industrial development has also led to global ecological problems.With the development of the developed countries into the post-industrialization stage and the strengthening of environmental governance,the ecological environment of these countries has begun to improve as a whole in the 1980 s.However,China,the world's largest developing country,has benefited from the 40 years of reform and opening up as the world's second largest economy and the world's largest trading nation,and has become a global resource consumption and pollution emitter.It has become one of the core factors that constrain the improvement of China's economic development.The Nineteenth National Congress pointed out that the Chinese economy has turned to a high-quality development stage.It is undoubted that the transformation of China's economic development stage puts higher demands on resource utilization,environmental protection and the improvement of total factor productivity.In 2018,the Sichuan Provincial Party Committee Economic Work Conference clearly pointed out that it is necessary to vigorously change the development mode,optimize the economic structure,transform the growth momentum,achieve a steady increase in total factor productivity,narrow the regional development gap,and promote the high-quality development of the Sichuan economy.As stated in the “13th Five-Year Environmental Protection Plan of Sichuan Province”,the ecological environment in Sichuan Province is far from the overall well-off society.In particular,the Chengdu Plain Economic Zone has serious air pollution,and the task of ecological environmental protection and economic development has a long way to go.Therefore,in order to promote the high-quality development of Sichuan Province economy,this paper uses the global reference Malmquist-Luenberger index based on the SBM directional distance function to calculate the green total factor productivity index of 18 prefecture-level cities in Sichuan Province based on the panel data of Sichuan Province.Conduct comparative analysis and decomposition analysis,and then study the intrinsic evolution trend and external influence factors of green total factor productivity growth through coefficient of variation index,Theil index and cross-sectional regression model,panel data fixed effect model and system dynamic panel data model,conclusion as below:(1)In the past ten years,under the constraints of resources and environment,the overall growth rate of green total factor productivity in Sichuan Province has shown a downward trend,and economic development is not sustainable.The growth rate of green total factor productivity in the three major economic zones in Sichuan Province is low,showing a high pattern in the western Sichuan and southern Sichuan regions,and a lower pattern in the northeastern Sichuan region.The regional differences are more obvious.Decomposition analysis shows that urban green total factor productivity growth is mainly due to scale technology changes,followed by pure technology changes.(2)The research on the inherent evolution trend shows that the convergence of green total factor productivity growth in Sichuan Province and its three internal economic zones is not obvious;the overall difference mainly comes from the regional differences within the Chengdu Plain Economic Zone,The regional convergence of Chengdu Plain Economic Zone is the core factor of regional convergence in the province.The northeastern Sichuan economic zone presents “club convergence characteristics”;except for the South Sichuan Economic Zone,the growth of green total factor productivity in Sichuan Province,Chengdu Plain Economic Zone and Northeast Sichuan Economic Zone all show a “catch-up effect”;the trend of the change in the green total factor productivity growth of the three major economic zones in the province and its internal economic zones are related to specific conditions,and each will develop towards its own stable state.(3)The research on external influence factors shows that the level of economic development and the level of foreign capital utilization have a significant positive effect on the growth of green total factor productivity in Sichuan Province;the promotion of the tertiary industry in the industrial structure is not significant;The intensity of Environmental regulation and the intensity of investment in science and technology have a significant negative effect;the results of dynamic panel regression estimation also indicate that the "environmental Kuznets curve hypothesis","pollution paradise hypothesis" and "porter hypothesis" are not established in Sichuan Province.Based on the above research conclusions,this paper proposes four core policy recommendations:(1)Strengthening the foundation of the company's independent innovation capability and leading regional green development.Including collaborative innovation and optimization of SME-led cooperation structure?academia and research,strengthen the leading role of fiscal and taxation policies for corporate green innovation and the formation of innovative talent team.(2)While increasing the introduction of foreign capital,actively guide foreign capital to the green industry.Encourage foreign capital flow to new technologies and equipment that are conducive to comprehensive utilization of resources and prevention and control of environmental pollution through various means.(3)Construct a diversified environmental regulation system such as government control and market incentives.For example,designing reasonable and dynamic environmental regulation tools,improving emissions rights and carbon emission trading.(4)Balancing the level of foreign capital utilization within the Chengdu Plain Economic Zone and implementing differentiated fiscal,resource intensive use and pollution discharge regulations.
