Nowadays the world' s competition lies in the field of science and technology.As the main force of the national science and technology industry,the high-tech industry shoulders the historical missions and undertakes the important tasks of national rejuvenation.In recent years,as China's economy is stably developing,the State Council has continuously introduced policies to expand opening-up.According to the previous large-scale researches,there are uncertainties in FDI technology spillovers,which largely depend on the absorptive capacity and inter-industry competition.Then what impact would a large amount of FDI inflow have on the technological innovation of China's high-tech industry?As an important frontier for absorbing foreign investment,the research on high-tech industries will put forward more targeted policies and suggestions on reinforcing the absorptive capacity of enterprises and improving the competitive environment.At the same time it will effectively improve the level of technological innovation from both qualitative and quantitative aspects,which has very important practical significance.This study uses a theoretical and empirical research idea.On the one hand it is based on FDI and technological innovation,and reviews the previous literature related theories,and theoretically analyzes the FDI technology spillover.On the other hand China's high-tech industrial characteristics,status quo,technological innovation and the relationship between FDI and them are sorted out and analyzed.On the basis of the previous researches,the influencing factors of FDI achieving technological innovation are analyzed and some relevant empirical researches are conducted.In order to further explore the relationship between FDI and high-tech industrial technological innovation,Granger causality test is also carried out in this paper.The results indicate that absorptive capacity and industrial competition intensity are the two main factors that affect FDI in achieving technological innovation in high-tech industries.The stronger the absorptive capacity is,the better the effect of using FDI to achieve technological innovation will be.Meanwhile the industrial competition intensity can encourage the local enterprises to actively participate in market competition and finally improve the level of technological innovation.In addition,it shows that the better the legal environment is,the more favorable for local companies will be to use FDI to achieve technological innovation.At the same time,it is found that the excessive technological difference between domestic and foreign companies is unfavorable for the absorption of FDI technology spillovers,which will have an adverse effect on the technological innovation.At last,Granger causality test was used to find a two-way causal relationship between FDI and technological innovation in high-tech industries.Moreover,Granger causality also exists among the intensity of industrial competition,R&D investment and technological innovation.
