The Xiongan New Area is another national strategic new district with overall strategic significance after the Shenzhen Special Economic Zone and the Shanghai Pudong New District.It is a millennium plan and a national event.The local water resources in Xiongan New Area are poorly endowed,and the per capita water resources are far below the extreme water shortage standard.To support economic and social development,the groundwater has to be over-exploited for a long time,which leads to the problem of over-exploitation of groundwater in the region;And the water pollution is serious,and now only a small amount of water surface is maintained by replenishing water from "Yinhuangjidian".Problems such as shortage of water resources,over-exploitation of groundwater,and serious water pollution have greatly affected the construction of Xiongan New Area."Beautiful ecological environment,blue and green interweaving and freshness "Bright,ecological city with water city integration".The city is prospering due to water,and water resources play a fundamental and strategic supporting role in the future construction of Xiongan New Area.According to the requirements of the future functional positioning,economic and social development level and ecological environmental protection of Xiongan New Area,Xiong'an is analyzed and judged The current status of the new district and the future water resources carrying status,and the way to improve the water resources carrying capacity of the Xiongan New Area are of great significance for ensuring the rapid economic and social development of the Xiongan New Area and the sustainable,healthy and coordinated development of the aquatic environment.This article relies on the national key research and development plan topic "Xiongan New Area Multi-Water Sources Joint Allocation and Groundwater Protection" Special Topic 5"Xiongan New Area Water Resources Carrying Water Risk Assessment and Monitoring and Warning" to carry out research on water resource carrying capacity and upgrading methods in Xiongan New Area And the results are as follows.(1)Extensive collection and collation of basic data of Xiongan New Area,grasping the economic,social,water resources,aquatic ecology and water environment status of Xiongan New Area;systematically sort out the research results of water resources carrying capacity,analyze and summarize the concept connotation of water resources carrying capacity,analyze the relationship between water resources,economic society and ecological environment,construct the evaluation index system of water resources carrying capacity,introduce the single index quantification-multi-index synthesis-multi-criteria integration in the "harmony theory"(SMI-P)Comprehensive evaluation method,established water resources carrying capacity evaluation model,and evaluated the water resources carrying capacity of Xiongan New Area(2016).The evaluation results show that the current water resource carrying status of the Xiongan New Area is "overloaded".The main reasons for the overload are the poor endowment conditions of the water resources in Xiongan New Area,the high development utilization rate and the low resource utilization efficiency,and the unreasonable water use structure.The environmental deficit is serious,with groundwater over-exploitation,serious water pollution,and poor water ecological environment(2)According to the spatial layout and ecological pattern determined by the overall plan of the Xiongan New Area,comprehensively consider the uncertainties of the future economic and social development of the Xiongan New Area,the different ecological environment restoration goals,and set the "low The "target" and "high target" water use scenarios,of which the low target scenario is a population of 2.5 million,the Baiyangdian water level is 6.5 m and the water surface area is about 300 km~2,and the surrounding river forms a "blue river".The high target scenario is a population of 5 million and the Baiyangdian water level 7m with a water surface area of 350km~2,the Huandian River forms a "flowing river",which predicts the urban comprehensive water demand,agricultural irrigation water demand and ecological environment water demand in different scenarios in the future(2035);according to the existing water supply in Xiongan New Area The construction plan of the project and related water resources allocation projects predicts the future water supply of Xiongan New Area,which mainly includes three types of water sources:local water,external water transfer and urban reclaimed water;fully consider the layout of water resource allocation projects and formulate water resource allocation principles.The future water resources of Xiongan New Area have been reasonably allocated,and the water use inside and outside the channel of Xiongan New Area has been determined.,A comprehensive assessment of the future of New male security resources carrying capacity under different water scenarios.The evaluation results show that in the future(2035),the total water demand for low target scenarios in Xiongan New Area will be 722-772 million m~3,the total water requirement for high target scenarios will be 1.151-12.51 billion m~3,the water supply will be 9.0-10.6 billion m~3,and the future low target The water demand in the scenario can be met,but the water demand in the high-target scenario is still not met.The water shortage is 191 million m~3.The water shortage is mainly for urban living and ecological environment(3)In order to meet the future high-target scenario water demand of Xiongan New Area,considering the future water resource quantity and quality target requirements of Xiongan New Area,it proposes ways and measures to improve the water resource carrying capacity of Xiongan New Area from engineering measures and non-engineering measures.In terms of engineering measures,combined with related plans for groundwater over-exploitation in North China,Beijing-Tianjin-Hebei coordinated development strategy and other related plans,the future available water sources in Xiongan New Area and its surrounding areas were further excavated,and the water resources in Xiongan New Area were deeply analyzed from multiple perspectives Carrying capacity improvement methods and space,proposed four possible ways to increase water resources carrying capacity in the Xiongan New Area in the future,such as newly added water supply,river and lake ecological water replenishment,and seawater desalination.The results show that the improved water resource carrying capacity can meet the needs of high-target scenarios and leave a margin.In terms of non-engineering measures,measures and suggestions for water pollution prevention and aquatic environment management were put forward to provide a reference for ensuring the beautiful water environment and good aquatic ecology of the Xiongan New Area.
