In the context of slow global economic recovery,strengthening green innovation and regional cooperation is an important driving force for the sustainable development of the world economy.However,the economic development model of "high consumption,high emissions and high growth" still exists widely in China,and problems such as tight natural resources,serious environmental pollution,excess domestic production capacity,and unbalanced regional development need to be solved urgently.To this end,in the spirit of win-win competition and cooperation,China has put forward the great initiative of “the belt and road”,aiming at stimulating the economic growth and green innovative development of the regions along “the belt and road”.Therefore,it is of certain theoretical and practical significance to analyze the current situation of green innovation development of industrial enterprises in "the Belt and Road" provinces.First of all,this paper sorted out and integrated related researches on green innovation efficiency,spatial spillover effect and "the Belt and Road" innovation development at home and abroad,and found that there were still some deficiencies in existing researches,such as most researches regard green innovation as a whole and ignore the differences and relevance of innovation activities of industrial enterprises in different stages.Secondly,it analyzes the green innovation development and spatial spillover mechanism of industrial enterprises in the provinces along the belt and road under "the Belt and Road" initiative from the aspects of R&D factor flow,trade liberalization,infrastructure connectivity,and technical cooperation.Thirdly,this paper established the two-stage DEA model of shared input correlation to calculate the green innovation efficiency of industrial enterprises,and analyzed the difference of green innovation efficiency of industrial enterprises along "the Belt and Road" in China.Moreover,the difference between traditional innovation efficiency and green innovation efficiency of industrial enterprises in the provinces along the "One Belt And One Road" is also analyzed in the case of considering and not considering the unexpected output.Finally,on the basis of the construction of spatial weight matrix,static and dynamic SDM models were used to test and analyze the spatial spillover effect of two-stage green innovation efficiency in industrial enterprises.It also analyzes the influence of R&D personnel flow,trade openness and intellectual property protection on the spatial spillover of green innovation for industrial enterprises in the provinces along "the Belt and Road" in China.The results show that:(1)After considering the negative environmental output,the transformation efficiency of green achievements of industrial enterprises in 17 provinces along "the Belt and Road" in China is lower than that of traditional achievements,and the innovation efficiency of industrial enterprises in the provinces along “the belt” has decreased obviously.(2)During the investigation period,the green R&D and achievement transformation efficiency of industrial enterprises in 17 provinces along "the Belt and Road" in China generally showed a trend of decreasing first and then increasing,and the average of the green R&D efficiency is higher than that of green achievement transformation efficiency.According to the division of "the Belt and Road" regions,the regional difference of two-stage green innovation efficiency is obvious,and the two-stage green innovation efficiency of enterprises in“the road” areas is significantly higher than that in “the belt” areas.(3)The global spatial autocorrelation test found that the green R&D efficiency of industrial enterprises in the provinces along "the Belt and Road" in China had a significant positive spatial correlation under the spatial adjacency weight matrix and geographical distance matrix during the investigation period.The efficiency of green achievements transformation was positively correlated under the socio-economic distance matrix.(4)In the R&D stage,the degree of infrastructure perfection has a significant positive impact on the green innovation efficiency of enterprises in this province and neighboring provinces,while the intellectual property protection has a significant blocking effect on the green innovation efficiency of enterprises in this province and neighboring provinces.In the stage of achievement transformation,the direct,indirect and total effects of trade openness are significantly positive,while the three effects of government support and financial environment support are negative.Infrastructure construction and intellectual property protection have a negative impact on the transformation efficiency of enterprises in this province,but promote the improvement of green transformation efficiency of enterprises in neighboring provinces.
