The 21 st century is the century of the ocean.The strength of the national ocean has become an important indicator to measure the international status.To a certain extent,the strength of the ocean mainly depends on the ability of marine science and technology.Its strength determines a country's international voice in the marine field.As the frontier area of marine science and technology development in China,the deep development of marine science and technology and the deep development of marine resources in coastal areas have been the focus of scholars at home and abroad.At present,in the real environment of slowing down of marine economic development and limited reserves of marine resources,we should not only increase investment in marine scientific and technological resources,but also pay attention to the efficiency of marine science and technology.Therefore,measuring the efficiency of China's Marine Science and technology is not only helpful to improve the spillover effect of marine science and technology achievements and solve the problems under the conversion rate of domestic marine science and technology achievements,but also of great significance to the development of China's Marine Science and technology.After combing the research of marine science and technology at home and abroad,this paper takes 11 coastal provinces and cities as the research object to measure and evaluate the marine science and technology efficiency and influencing factors of coastal provinces and cities.The evaluation index system of China's Marine Science and technology efficiency is constructed.The sbm-dea model is used to measure the marine science and technology efficiency of China's coastal areas in 2001-2016,and the temporal and spatial evolution rules of marine science and technology efficiency and decomposition index are analyzed by using nuclear density,standard elliptical difference and GIS spatial analysis chart.Furthermore,the impulse response function is used to analyze the dynamic impact of marine economic level,marine industrial structure,degree of specialization,educational development level,regional opening level,government support and science and technology platform on Marine Science and technology efficiency.The main conclusions are as follows:(1)the overall efficiency of marine science and technology in China's coastal areas is on the rise.As a whole,from 2001 to 2016,the average value of many provinces is 0.818,the highest average province is Hebei,and the lowest is Fujian.However,the overall gap of marine science and technology efficiency in coastal areasof China is narrowing year by year.From the perspective of spatial pattern change,China's Marine Science and technology efficiency presents a development pattern with northeast southwest as the benchmark,and the overall shows agglomeration change.(2)Compared with the decomposition index,the pure technical efficiency and the comprehensive efficiency have the same change,and the volatility time nodes between them are highly consistent.In the research period 2001-2016,the mean value of pure technical efficiency of China's Marine Science and technology is 0.861,and the mean value of scale efficiency is 0.725.It shows that the pure technical efficiency of marine science and technology in coastal areas of China has reached a relatively high level,and the scientific and technological capacity has become the main driving force to promote the development of total factor productivity of marine science and technology,but the scale efficiency still has a lot of room to improve.(3)From the analysis of influencing factors,the impact trend and degree of each factor on Marine Science and technology are obviously different.Among them,the level of marine economy and marine industry have become the decisive factors affecting the development of marine science and technology efficiency,the level of education development,the degree of specialization and science and technology platform have become the main factors,and the degree of government support and the level of regional opening have less influence.
