When the ocean is strong,the country is strong,and when the ocean is strong,the nation is prosperous the ocean has a wealth of resources that can alleviate a series of problems such as conflicts between people and land,global resource shortages and deterioration of the land environment.Driven by the concept of Liaoning people to the sea,the reform and opening up have been deepened.The marine economy has entered a stage of rapid growth,and the economy has been accelerating,sea-facing and heavy industrialization.High-density fishery activities in the coastal waters and a large amount of industrial wastewater Problems such as the exhaustion of the development of solid wastes through rivers and the construction and development of coastal towns and industries have led to the emergence of problems such as the depletion of marine resources and the deterioration of the health of marine ecosystems.It is of great guiding significance to start the measurement of marine ecological environment carrying capacity and the influencing factors of marine ecological efficiency in Liaoning,and to find a better solution to the marine ecological environment in the region.Firstly,the level of maritime economic and marine eco-environmental quality development levels in the six coastal cities of Liaoning Province showed a slow upward trend,and the ecological environment changed from a low-quality level to a higher-quality level.The internal differences in the study area were gradually reduced.The environmental development level of the city such as Dalian has reached a higher level of environmental development.Among them,the characteristic value of Panjin marine ecological environment development level showed a steady upward trend with no obvious fluctuations.The environmental characteristics of Dalian,Huludao,Yingkou and Jinzhou fluctuated greatly from year to year,but the overall trend was upward.Huludao Low levels continue to rise to higher quality cities.Then,based on the comprehensive and comprehensive analysis of the connotation of eco-efficiency,the German eco-economic account is used to construct the marine eco-efficiency evaluation index system,and the non-expected output SBM super-efficiency model method is used to measure the marine eco-efficiency value of six coastal cities in Liaoning.The research results show that The marine eco-efficiency values in the coastal areas of Liaoning Province showed an overall upward trend of fluctuations from low efficiency to medium efficiency,but the regional differences were obvious.Panjin City is a city with higher efficiency.The ecological efficiency of Dalian and Huludao City has increased from a low efficiency level to a high efficiency level.The efficiency values of Yingkou and Dandong have increased relatively little,from a lower efficiency level to a medium efficiency level.The eco-efficiency of Jinzhou City has risen from the relatively inefficient efficiency to the lower efficiency level,and the increase rate is relatively flat,far behind other cities.From the perspective of the M change index,the contributing factors affecting the growth of eco-efficiency are mainly technological progress and technical efficiency.The change of technological progress is the main driving force for the growth of efficiency value,and the technical efficiency has not played a significant role.Finally,the analysis of the factors affecting the spatial pattern evolution of marine eco-efficiency shows that marine eco-efficiency is most affected by its own impact,and the impact of various influencing factors on marine eco-efficiency is generally increasing.The disturbance of marine industrial structure to marine eco-efficiency fluctuates between positive and negative responses.With the continuous optimization and adjustment of marine industrial structure in Liaoning coastal areas,the disturbance response is weakened and positively promoted,and the level of marine science and technology on marine eco-efficiency In response to a certain lag period,environmental policy regulation is positively promoting and sustainable benefits for marine eco-efficiency.Further decomposition of variance found that in the long run,the level of marine industrial structure optimization has a greater impact on marine eco-efficiency,followed by environmental policy support and marine technology,but the impact of environmental policy regulation is not significant.
