| With the proposed sustainable development strategy in China, there is growingemphasis on the interaction between environment and economy. Traditionalaccounting methods are in difficulty to evaluate the impact of environmental factors. It is also difficult for the environmental efficiency to make effective evaluation. Thisthesis first reviews the two classic DEA models, different methods which could dealwith undesirable outputs are compared, we also discuss fuzzy DEA models and theiralgorithms; then, present a fuzzy UO-DEA approach based on the non-radial measurewhich could handle both undesirable outputs and fuzzy data; finally, the empiricalanalysis on China’s inter-provincial environmental performance is undertaken. The empirical results show that: the yearly trend of efficiency scores derivedfrom the fuzzy non-radial UO-DEA model is consistent with that of efficiency scoresderived from the model which don’t contain undesirable ones. But the formerefficiency scores are less than the latter, and the trend of the latter is much steeper. The three major categories derived from the cluster analysis are more concentratedthan traditional categories. No matter which kind of classification is used, efficiencyscores of the provinces in the first region (eastern region) have the smallest difference, while the efficiency scores of the provinces in the third region (western region) havethe largest difference. In this thesis, there is the comparative analysis of environmental performance ofChina’s inter-provincial by using the improved fuzzy non-radial DEA approach. Thisresearch not only provides a reference for future research, but also helpful forgovernment to develop environmental policy with relevant data and conclusions ofreference, and have some practical significance. |
