Research On Evaluation Of Maturity Of Security Management In Large-scale State-owned Construction Enterprises

Large-scale state-owned construction companies have made tremendous contributions to the development of the construction industry.They are in a leading position in the number of personnel,market share,construction area,and technical level,and are the pillars of the construction industry.At present,although some large-scale state-owned construction enterprises have established safety management systems,formulated a large number of rules and regulations,and spent a lot of resources for safety management,accidents still occur frequently and safety performance is poor.The main reason for this phenomenon is safety management.There are differences in the level of maturity in operations.Enterprises urgently need a method that can fully,objectively and accurately reflect the level of enterprise security management.The security management maturity evaluation integrates all security management elements and can effectively evaluate the enterprise.This paper first studies the maturity model theory,applies the project management maturity model to the security management sub-area,and expounds the feasibility of the security management maturity model.Then it introduces the characteristics and status of the security management of large-scale state-owned construction enterprises.Literature research method,Delphi method and questionnaire survey method were used to screen the security management elements.Secondly,the model of large-scale state-owned construction enterprises' security management maturity was constructed using the idea of the maturity model of project management.The maturity of security management maturity was divided into chaotic levels.Simple level,standard level,lean level and optimization level 5 levels;The evaluation index system of safety management maturity includes five indicators at target level,criterion level and 24 indicators at the indicator level.Then the fuzzy evaluation method is used to determine the index weights and gray comprehensive evaluation method for comprehensive evaluation of maturity.Security Management Maturity Level,Draw Safety Management Maturity Indicators Status Distribution Map to Determine Safety Management Work Improvement Sequence;Finally,Take China Construction X Engineering Bureau Co.,Ltd.as an example for example,and draw a safety management maturity level of “Lean According to the status map of safety management maturity indicators,suggestions are given for the improvement of the company's safety management and the feasibility of the model is demonstrated.Through the evaluation and research on the safety management maturity of large-scale state-owned construction enterprises,it provides enterprises with a safety management method that enables them to discover the shortcomings in safety management in a timely manner,thus effectively improving the safety management level.
