Work safety is related to the overall situation of national economy and social development,and play a vital role in well-being of working people.At present,the work safety in China still face very serious situation and the problem of unbalanced development of safety management among different types of enterprises in different regions is very prominent.Safety management is a prominent shortcoming and weakness among the development of most enterprises.As an important part of state-owned enterprises in China,public-welfare state-owned enterprises should take into account the balance among economic benefits,social benefits and safety performance while undertaking the important functions of providing basic and public welfare services and products.The main business of public welfare state-owned enterprises usually involves in infrastructure construction,work,transportation and storage of dangerous chemicals,management of Densely Populated places and other high-risk industries,so there are many major risk and hazards,which is prone to lead to unstable work safety situation and work accidents occur from time to time.In this paper,public-welfare state-owned enterprise is studied,and the SD model is established and studied to analyze safety management weakness and put forward plans to improve safety management performance and verify the implementation effect.(1)On the basis of systematically combing the existing problems in the work safety of public welfare state-owned enterprises,analyze the typical accident cases,and put forward solutions.(2)By application of the basic theory and method of system dynamics,System Dynamics Safety Management Model of public welfare state-owned enterprises is established,and the relationship among the sub-system is studied.(3)Take a public welfare state-owned enterprise in a certain region as research object.Vensim PLE is used to simulate and compare the dynamic change trend of safety performance under different safety management decisions and explore effective ways to improve the safety management level of public welfare state-owned enterprises and its sub-company.Combined with the conclusion of simulation analysis,it provides a theoretical basis for scientific decisionmaking of public welfare state-owned enterprises.Based on the situation of regional state-owned enterprise and the stimulation of its system dynamics model,the result shows that the allocation of management resource affect the accidents frequency and safety management performance.The safety management model as an effective tool is used to evaluate the safety management performance and provide theoretical and data support for making decision,and reduce time cost and resource waste caused by trying different management method.
