| Oil gas storage tank farm is a common working area in petrochemical enterprises.The importance of oil-gas storage tank area is increasing with the development of related industries,but at the same time,its safety accidents are also common.A systematic and profound analysis of the mechanism of accidents in storage tank area and effective targeted interventions can reduce the occurrence of accidents in this area,which are of great significance to the safety management of storage tank area.After analysing a large number of the typical safety accidents in oil-gas storage tank area,based on accident analysis theory,combined with systematic thinking and supplemented by network and expert questionnaire surveys,the regular pattern of occurrence of safety accidents storage tank area in China was explored.As to analyze each influence factor of safety level in oil-gas storage tank area,and verify the relevance between safety level and safety input in this area,the complex causation system and SD model for influencing factors of safety level in the area were set up based on the theory and method of system dynamics(SD),and the future development trend of safety level in storage tank area was forecasted.At first,the causal cycle diagram was established from three macro dimensions of human safety behavior,safety management and device.Then,the stock flow diagram was constructed combined with micro factors,and safety levels influence factors in storage tank area were qualitative and quantitativ e simulated dynamically from macro and micro perspectives,and the influence factors of macro and micro on the safety level of the system was calculated quantitatively.On the basis of systematic analysis of factors influencing safety levels in oil-gas storage tank area,from the perspective of reducing accidents,the macroscopical factor of the maximum actual rate of action--human safety behavior was deeply dissect.From the two aspects of internal and external factors,the three level impact factor s system of human insecurity behavior in oil-gas storage tank area were determined.The weight of all levels of indicators in the impact factor system was calculated by using analytic hierarchy process,and the consistency of the results was checked.Based on the construction of the impact factor system,the three level intervention index system of human insecurity behavior in oil-gas storage tank area were concluded.According to the relationship between indicators,a causal circular diagram and intervention model were established,through the system dynamics simulation software Vensim_PLE,the intervention model was studied from two macro dimensions and five micro dimensions.Through the system simulation analysis of the intervention model,it can effectively gui de the safety manager of the tank area to control and prevent the safety accidents scientifically,and maximize the limited time,money and energy,and improve the safety management efficiency of the oil-gas storage tank area. |
