For the safe production of coal mine,production technology and management are interdependent.It is not enough to improve the technology,what's more important is to form a complete safety evaluation system,which has great significance for coal mining enterprises to precontrol risk hazard and reduce the rate of accidents,and provide fundamental reference for the coal mine safety management.Based on the analysis of the causes of the coal mine accidents in the past,and the research on the coal mine safety management system both here and abroad,this thesis constructs the mine safety evaluation system model by using the Analytic Hierarchy Process and the Fuzzy comprehensive evaluation method and other methods,and applies the model to the specific coal mine.The main results are as follows:(1)Analyzing the standards of mine safety management.It is introduced by the connotation and basic characteristics of mine safety management.It points out that th-e coal mine safety management is identificating,evaluating,classificating and advancely the known hazards of the system in the whole process of coal mine production,and then to eliminate,reduce,control,to achieve the best matching of coal mi-ne man-machine-ring-pipe system;And through the research of the mine safety management standards content,principle,process and application,made the rule of macro and micro,small and medium sized mines evaluation.Risk precontrol mining area management enforcement procedure and regulatory guidelines are studied in detail.(2)Constructing Mine Safety Evaluation System Model.The model is divided into fiv-e sub-indexes,such as personnel management,technical equipment,operating environment,safety management and auxiliary management.It is divided into 31 second-Ievel indicators around the first-level index.By analyzing the contents of the index and using the Analytic Hierarchy Process and expert scoring method to solve the weight of mine safety evaluation index system.(3)We evaluate the safety of Fuxin Wangying Mine by using the mine safety evaluation system model and formulate the countermeasures to improve the safety management of Fuxin Wangying Mine.The safety of Fuxin Wangying Mine is evaluated by expert scoring method and Fuzzy comprehensive evaluation method,which indicates that the overall safety of Fuxin Wangying Mine is pretty good,but it needs pay some attention on the safety of mining system.Therefore,combining with the results of safety evaluation,we developed Fuxin Wangying Mining comprehensive hazard identification and management standards.
