Road passenger transportation safety is an important issue which related to people’s travel and social stability. With the continuous development of road passenger transportation and the gradual increase of travel demand, the safety situation of road passenger transportation is not optimistic. The road traffic accident of the passenger vehicle is still occurring, and it results in huge loss of life and property. Therefore,it is vital to carry out safety analysis on road passenger transport.Passenger vehicle is an important part of the whole passenger transport system.Safety management evaluation could be an effective way to improve the safety management level. On the one hand,it can help the passenger transport enterprises to find out the existing problems and take related improvement measures to prevent and reduce the accidents.Firstly, the research studies the factors that affect the accident from several aspects such as driver, vehicle, road and environment, taking the statistics of road traffic accidents of heavy passenger transport as data source in recent years the main features of passenger vehicle accidents.Secondly, based on the association rules theory, association analysis of the various influencing factors is carried out by the SPSS Clementine software. This analysis could find out the inherent relationship between the major factors and provide the basis for the following suggestions for improving the reasonableness.Thirdly, the safety management evaluation index system is established from three aspects of safety management system, vehicle technology management and accident statistics processing.Through the comprehensive application of AHP,G1 method and entropy method, the method of mean square deviation and maximum deviation to calculate the weight of each index, and then Least squares method is used to establish a comprehensive evaluation model to find the weight of each combination of indicators. Finally, some corresponding improvement strategies and suggestions are put forward to improve the safety management of passenger vehicles. The results of the comprehensive analysis show that the index weighting results of subjective and objective methods are very different. The subjective method leads to the most relative of the vehicle management agencies, vehicle maintenance and monitoring, vehicle dynamic monitoring, accident rate of traffic accidents. Moreover, the weighted results calculated by the two kinds of subjective method are very different for some indicators, which further show that the subjective weighting method is easily influenced by individual emotional factors. The results of three kinds of objective weighting methods are more consistent. The results show that the indexes of vehicle safety management system and vehicle average technical grade are more important than other indexes.According to comprehensive evaluation results, the vehicle safety management system has the largest weight value, followed by the vehicle technical level, vehicle maintenance and testing.
