Research On Government Behavior In The Construction Of Anxi Ecological County

Ecological area construction is a major measure and important carrier to produce a win-win situation for economic development and environmental protection.Constructing Ecological Demonstrative Area is an essential measure to strengthen the environmental protection,enhance the whole society’s awareness of environmental protection,improve the level of regional planning and construction,promote the construction of ecological civilization and improve the living environment.In recent years,Anxi has a rapidly increasing development of economy,accompanying with a prominent contradiction with the environment though.In the process of current development,Anxi is exposed to major problems including how to create Ecological Demonstrative Area and promote the rational use of both natural and social resources for the change from quantity-oriented type to quality-oriented type in terms of regional economic development,and on the basis of improving ecological environment and production conditions,how to establish completely coordinative,high-yield and efficient national production system in order to form a positive interaction and cyclical development between ecology and economy,and to comprehensively improve the quality of residents’ living,enhancing the level of regional ecological civilization.As a principal part of public administration,the government plays a crucial role in the construction of ecological region.Through the in-depth research of government behavior in the process of construction of ecological county,it will be realistically significant to further promote the scientific and reasonable development of regional science.This thesis starts from theory research,expounding the concept of ecological county and the government act of regional eco-construction.Based on the theory of the government act and the function of the government act in regional eco-construction,this thesis studies the successful cases in the ecological construction at home and abroad.Aiming at taking the “ecological county” and “environmental priority” as the implementation strategy,Anxi has improved the organizational propulsion system,responsibility system,supervision system and law enforcement social participation system by exiting the stone industry,constructing ecological tea plantation,conserving soil and water,developing green industry,building the forests of Anxi and paying close attention to environmental remediation.This thesis summarizes that Anxi takes good advantage of the mountainous area characteristics,develops ecological tea garden and ecological agriculture,concedes the land to forestry,urges enterprises to achieve cleaner production,makes rational use of resources,and forms a set of scientific practice,which has great guiding significance in construction of ecological demonstration area in the following years.At the same time,this thesis also points out that the Anxi government has encountered problems such as vague planning,being target-oriented,inefficiency of government accountability,ineffective ecological economy and lagging ecological concept,which is caused by ambiguous duties of departments,unitary method of checking results,institutional ills,solely financing source and tardiness in conversion of governing concept.Also,this thesis puts forward advices about further standardization of the government act such as building “rights and liabilities” list,checking results in various methods,enhancing institutions and mechanism,multi-channel financing,and conversing governing concept.
