With the rapid economic and social development,the haze problem is getting worse it has seriously affected the social normal production and life.Haze is flowing,and also has external and other features。To solve this problem,we are required to adopt cross-border cooperation.Beijing Tianjin and Hebei region as haze pollution hardest hit,cross-border cooperation governance is imperative.For a long time,strict administrative boundaries and division of administrative system caused many problems,leading to cross-border cooperation difficult to achieve.We have not yet formed a complete system of governance of cross-border cooperation,several cross-border cooperation action in the past is only short-lived.Analyze problems and causes of haze pollution cross-border cooperation currently exists,and to explore new ways of cooperation in cross-border haze pollution control is imperative.Based on previous studies,this paper analyzes current problem in cross-border cooperation,further pointed out the causes of these problems.Through the case of cross-border haze cooperative governance during the Beijing Olympics and the APEC cooperation conference,provide a reference for Beijing,Tianjin and hebei Region.Meanwhile,analyze the EU clean air plan and cases of air pollution in Japan,summary the theoretical and practical experience of developed country.Through the above-mentioned,summed up China,especially Beijing,Tianjin and hebei regions need to take these measures to dealing with haze pollution in the process of cross-border cooperation.The main measures include improving the legal system,establish compensation and benefit coordination mechanism,reform the performance evaluation target system and so on.We need to build a governance system as central government-led,multi-subject cooperation participatory.Through these measures,we can guarantee the work of cross-border cooperation.It can also provide a reference for the other cross-border cooperation in social and public governance issues. |
