As a representative of the new infrastructure,UHV plays an important role in promoting the development of clean energy,improving the environment and ensuring power supply.With the promotion of global energy internet,the construction of UHV power transmission and transformation will be more extensive.Due to the rapid growth of UHV construction,the construction time is often tight and the task is heavy,and the pressure of safety risk management increases in vain.During the construction of UHV transmission line,the safety risk is higher,the operation area is more scattered,and the safety risk management is more difficult.Taking the crossing construction as the breakthrough point to study the safety risk management is conducive to the smooth development of the follow-up UHV crossing construction and to avoid unnecessary losses.In this paper,from the perspective of construction safety risk management,through literature analysis,we get the relevant theory of project safety risk management,and clarify the concept and related process of project safety risk management.Taking the safety risk management of crossing construction in 14 section of 1000kV Zaohe line as an example,the safety risks in the process of crossing construction are identified by using the methods of literature analysis,brainstorming and Delphi.Finally,the identification list of safety risk factors in crossing construction with 5 categories and 27 items of specific safety risk factors is obtained.On this basis,AHP is used to determine the weight of identified safety risk factors,and fuzzy comprehensive evaluation method is used to determine the risk severity.Finally,in the safety risk control,from the aspects of technology,personnel,management,equipment and environment,through literature research and referring to the relevant specifications of power transmission and transformation engineering of State Grid Corporation,this paper puts forward five aspects and 19 safety risk control measures for crossing construction.There are relatively few researches on safety risk management of UHV crossover construction,which makes this article of greater value and provides a certain reference and reference for follow-up research. |
