The Impact Of Environmental Decentralization On Environmental Pollution In The Yangtze River Economic Belt

China is in the period of continuous urbanization and rapid industrialization.At the same time,the rapid economic development is also faced with the shortage of resources,environmental pollution and other realities.In this regard,the existing literature mainly studies the environmental pollution problems in China from the perspective of economic growth,industrial structure and urbanization,but neglects the institutional factors that affect the environmental quality.Especially,the Yangtze Economic Belt is the focus of our economic development,and it also faces the development of "heavy chemical industry around the river" and the deterioration of the ecological environment.The deterioration of the environmental problems is related to the insufficient supply of public services,and the inadequate supply of environmental public services is closely related to the issue of Decentralization under the decentralization system in China.Therefore,it is of great significance to study the influence of environmental decentralization on the environmental pollution of the Yangtze River economic belt,which will promote the continuous optimization of the ecological environment of the Yangtze River Economic Zone.In this paper,the research on environmental decentralization and environmental pollution at home and abroad is summarized,and the internal mechanism of environmental decentralization affecting environmental pollution is explained theoretically.On this basis,the relationship between environmental decentralization and environmental pollution is analyzed by building a mathematical model.Secondly,based on the index data of 11 provinces(cities)of the Yangtze River economic belt from 2000 to 2015,we measure the environmental decentralization and environmental pollution index,and explore the temporal and spatial evolution characteristics of environmental decentralization and environmental pollution in the Yangtze River economic belt.The trend of environmental pollution is generally deteriorating,and there is a big gap between different regions.Finally,using the static panel model and the space Dobbin model to measure the environmental decentralization index and the environmental pollution index,it is found that the environmental decentralization has a positive effect on the environmental pollution of the Yangtze River Economic Zone,and there is a significant positive spillover effect between the environmental decentralization and the environmental pollution.With regard to the control variables,the control variables have obvious spillover effects on environmental pollution,that is,the environmental pollution of each space unit will be influenced by the economic development level,the institutional change and the opening factors of the adjacent space units.At the same time,the significant level of industrial structure and energy structure factor is not high,which indicates that environmental pollution is not obviously influenced by industrial structure and energy structure in this space unit.In general,the higher the degree of environmental decentralization,the environmental pollution of the Yangtze Economic Belt will be more serious,and the excessive environmental management power given to the local area may be the institutional factor that causes the current ecological environment of the Yangtze River Economic Zone to deteriorate.On the basis of the above research conclusions,the paper puts forward relevant countermeasures and measures,and proposes the optimization of 7 aspects: the structural reform of the environmental management power and the power of affairs,the independence of the local environmental protection departments,the constraints and incentives of the environmental governance of local governments,the setting of the degree of environmental decentralization,the industrial layout,the energy consumption structure and the degree of opening to the outside world.The ecological environment level of the Yangtze River economic belt.
