Contaminated Sites Management In PPP Operation Model Research

Most of the industrial enterprises laid out the urban areas(some of the industrial enterprises enter into the city areas by the rapid development of the city)cause the different degree of pollution to the factory soil in the process of production,which are limited by the early weak environmental protection awareness and poor producing technology.With the layout of adjustment of urban industry and the optimization of city structure,these enterprises are gradually moved to the outside from the city center areas,so they leave a lot of contaminated sites in the city,and they will be become the potential safety hazard if do not have a properly handling way,and they will have the impact on the surrounding residents to normally produce and live,but the high treatment cost also becomes the biggest obstacle to restrict the repair work in the polluted fields.Therefore,the key of the repair work in the contaminated sites is to innovative the financing channels to resolve the problem of funds.The effective path for solving the pollution treatment in the fields is to introduce the PPP model.In recent years,the combination of PPP model and environmental protection industry has been deeply developed in China.For the country,the central government has issued a lot of positive policies,which use for supporting and encouraging the social capital to participate in the environmental protection industry,they are not only can relieve the shortage of government financial funds,but also entrust the professional third party company to carry out the supervision for the project quality of engineering construction in the process of cooperation.However,in the practical aspect,there is lack of the soil renovation is applied by PPP mode at home and abroad.This research explores the treatment problems of soil pollution by PPP model from the actual cases.This paper proposes the operating frame of the project applied by PPP mode through the analysis,which bases on the detailed introduction of the basic information of the soil renovation project in the original factory of the researched case A company,and makes a discussion on the aspects of risks and benefits;makes a feasible analysis of the social capital participates in the renovation in the aspects of the necessity of PPP mode participates in the renovation of the contaminated sites,the financing situation of the polluted fields at home and abroad and so on;it puts forward that the safeguard measures on the environment,policies of social relations and other aspects can not be lacked on the combination of PPP model and contaminated sites,so that can realize the both cooperative operation.This paper proposes the financing mode of the PPP mode participates in the renovation of the contaminated sites through the research of the typical cases on the spot,which provides the certain theoretical basis for the future similar research,meanwhile,it provides the useful references for the similar renovation cases.
