Nowadays,with the continuous improvement of economic development level and the continuous progress of society,the environmental quality is declining continuously.It has become a general trend to change the mode of economic development,realize the coordinated development of regional economy and realize the sustainable development of economy.Among them,trans-regional industrial transfer as an important means of promoting regional coordinated development in China’s regional policy is of great significance.How to promote the coordinated development of regional economy and the coordinated management of environment according to the trend and law of industrial transfer and pollution transfer among different regions in China is an important problem that needs to be solved urgently.Therefore,in order to find out the specific situation of industrial transfer and pollution transfer between regions in China,this paper takes the inter-regional industrial transfer and pollution transfer as the research object,and constructs a transfer model based on the idea of deviation-share analysis.In order to perfect the function of industrial transfer,the quantitative measurement of industrial transfer and pollution transfer between regions in China is carried out from various angles and levels,and the trends and laws of industrial transfer and pollution transfer among regions in China are studied.Promoting coordinated regional economic development and coordinated environmental governance lay the foundation.It is mainly divided into the following four parts:Firstly,quantitative measurement of the overall situation of industrial transfer and pollution transfer among the four major regions,draw the following conclusions:from the time dimension of 2001-2004,China’s industrial industries are mainly concentrated in the eastern region.Since 2005,the scale of industrial transfer in the eastern region has been continuously expanded,and since 2012,the eastern region has begun to gather industries.China’s industrial transfer does not follow the law of gradient completely,and there is a phenomenon of gradient deviation.Some industries have been transferred from the central region to the western region;from the perspective of the transfer of industrial solid waste and industrial SO2,The western region has become the main region to undertake the pollution transfer,while the central region has become the main region to undertake the industrial carbon emission transfer.The western region is the pollution shelter of our country.Secondly,the paper measures the industrial transfer of three industries with different emission intensity,and finds that before 2012,the three types of sewage industries in the eastern region have been transferring to other regions.In particular,the central region has undertaken more industrial transfers;since 2012,the eastern region has begun to collect in the middle and high sewage industries.Thirdly,the quantitative measurement of the industrial transfer situation of the four major industries with different technology content levels has been carried out.It is found that the resource-intensive industries and capital-intensive industries in the eastern region are mainly transferred to the western region,but the transfer scale is relatively small,while the technology-intensive industries and labor-intensive industries are mainly transferred in the central region.And the scale of transfer is relatively large.Fourth,starting from the two main bodies of backward and developed regions,this paper studies the realization path and policy suggestions to promote the coordinated development of regional economy and the coordinated management of environment.
