Research On Law Enforcement Supervision Of Work Safety Under The New Normal Of Economic

Work safety is an inevitable requirement implemented the Scientific Development Concept,an important guarantee for the smooth operation of the economy,an important part of constructing a harmonious society,and a notable symbol of a civilized and progressive society.As a big industrial city and a difficult city of safety work in Yunnan,Qujing has become an important area of law enforcement and promotion.In 2007,with the approval of the Qujing municipal government and the municipal government,the Safety Supervision Bureau of Qujing set up a special law enforcement and supervision organ for work safety,which is responsible for law enforcement and supervision of the safety supervision system in the region.After ten years of exploration,it has basically achieved what the law enforcement way to ensure the safety of the development,and laid a solid foundation for the new normal.However,since China’s economic development has entered a new norm,the real economy of Qujing also suffered downward,All kinds of production and management units fall into difficulty,the awareness of work safety has impacted,the supervision measures of work safety implemented hardly,some production and management units gradually relaxed to carry out safety responsibility,As a result,safety production supervision under the new economic norm is particularly urgent.This paper has used literature research,comparative analysis method,researched method of combining the method of case study,distinguished the characteristics of safety work enforcing law and supervision under different situations,analyses the current situation of law enforcement and supervision of work safety in Qujing under the new normal economic situation,and deeply analyses the problems existing in the law enforcement environment,team building,legal system and working mechanism of law enforcement and supervision of production safety in Qujing City.Based on the work safety law enforcement supervision as the breakthrough,the status quo,work safety in Qujing supervision of law enforcement under the comprehensive analysis of the new economic norm.Find out the reasons are the lack of external social restraint mechanism,the disunity of institutional function reform,the weak sustained stability of policies,and the low level of science and technology informatization.,compared to the United States,Britain,Japan’s occupation health and safety practices Guangdong Province,law enforcement and domestic environmental protection system advantages,from the perspective of the governance theory,this paper puts forward some measures to improve the work of law enforcement and supervision of work safety under the new normal economic situation,including:optimization of work safety supervision of law enforcement environment,achieve the value of using,hoping to have some useful enlightenment work safety enforcing law supervision in Qujing under the new economic normal.
