Study On The Construction Of Public Participation Model In The Planning And Construction Of NIMBY Facilities

Polluting nimby facilities refer to the fact that there is a certain public effect on a certain region as a whole,which may cause pollution in the process of production or operation.Moreover,such nimby facilities are obviously polluting and dangerous,so that the general public strongly opposes the construction.With the advancement of urbanization,pollution incidents of nimby occur frequently across the country,and the public's awareness of environmental protection and the rule of law is gradually enhanced.More and more people are willing to participate in the planning and construction of nimby facilities.From the perspective of harmonious social development,the construction of polluting nimby facilities requires the coordinated development and interaction of social economy,environment,legal system and public participation.Therefore,it is of great practical significance from the above aspects to promote public policy research,assist relevant governments to enhance decision-making effectiveness,and explore a scientific,fair and efficient mode of public participation.Firstly,this paper through the literature research,case assemble method to study of typical public participation mode at home and abroad,respectively is "top down" and "bottom-up" two typical mode of public participation in the concept,characteristics,typical cases of contrast research,and points out the necessity of building mutual embedded type public participation mode,and then to later to construct of our country's basic national conditions and embedded type public participation mode play a valuable experience.Secondly,this paper explores and constructs the public participation mode in the planning and construction of polluting nimby facilities.In the foregoing chapter related to avoid polluting adjacent facilities planning and construction of public participation theory explanation and case analysis,on the basis of trying to build theoretical divergence and mode,based on the combination of "top-down" and "bottom-up" thinking principle,from the public participation model framework,objectives,subject of participation,participate in link,to participate in the process,ways and so on,to build a set of based on polluting adjacent from the infrastructure projects "positive participation + reverse participation" mutual embedded type to model the basic framework of public participation.Thirdly,the public participation model effectiveness evaluation model based on "cloud model + entropy weight method".Through the combination of qualitative and quantitative conversion method and objective weight calculation of entropy weight method in the effectiveness evaluation of cloud model,the problem that most of the qualitative evaluation in the effectiveness evaluation of public participation mode is difficult to be quantified is effectively solved,and the requirement of objective assignment of index weight is also satisfied.In order to make the research results clearer and easier to understand,the applicability and operability of the interactive public participation mode are further verified through case analysis.Finally,based on the thesis research results and conclusions,respectively from the micro level and macro level of advancing the countermeasure of embedded type public participation mode,also from the practice level provides the guide of public participation,thus helping to push avoid polluting adjacent facilities planning and construction of scientific and democratic,promote the sustainable development of polluting adjacent from the infrastructure projects.
