Research On The Evaluation Of The Implementation Of Local Government’s Ecological Environmental Protection Policy

The report of the 19 th National Congress of the Communist Party of China clearly stated the goal of building a "strong,democratic,civilized,harmonious and beautiful socialist modernization power".On March 11,2018,the 11 th National People’s Congress meeting was engraved into the Constitution.On March 17,2018,China The Ministry of Ecology and Environment was established.This is the practice of innovation,coordination,openness,greenness,and sharing of the five development concepts.It also shows that China is determined to fight three major battles in the next three years.Because local governments act as both executors of central policies and as guarantors of local economies and development.In order to improve the GDP,the government’s excessive exploitation of natural resources has closed one eye for polluting enterprises.As a result,the damage to the ecological environment is increasing,and the natural load is overloaded.At the same time,the adverse cycle of the ecological environment is also counteracting to human beings.The smog phenomenon is frequent,and the seawater rich in oxidation and red tide caused by water pollution leads to endangerment of marine life.With the reform and opening up and the development of society,economy and culture,the central government has delegated part of the power to the localities and increased the local executive power.However,it has also led to situations such as poor execution,grievances,and execution biases.Although today,China has formulated an ecological environmental protection policy system.However,when the policy is sent from the central government to the local government,the local implementation of the policy process cannot achieve the efficiency and effectiveness of the policy implementation.Today’s research on the implementation of the government’s eco-environmental protection policy is mostly focused on the analysis of the phenomenon,causes and countermeasures of the weakening of the implementation of a certain policy,and still stays at the level of qualitative research.There is less actual research using quantitative research methods for data analysis.To this end,this paper constructs an indicator system for the implementation of local government eco-environmental protection policies,and uses the data of Harbin to verify the indicator system to ensure the rationality and scientificity of the system.The evaluation of the implementation of the local government’s eco-environmental protection policy is to show whether the local government and its subordinate departments can make the policy exert a force after receiving the instructions from the higher-level eco-environmental policies.It is reflected in the evaluation of its execution.The evaluation index system is a mirror of the local government’s ability to execute.It can analyze the work of the executive body and bring feedback to the corresponding entities.This is a very credible government for the improvement of government execution.benefit.This is also an effective way to help establish a green political achievements and build a socialist ecological civilization.The green hills are the Jinshan Yinshan,and a good ecological environment can promote economic development.Therefore,in order to achieve the construction of beautiful China,to achieve coordinated development,green development,sustainable development,the evaluation and promotion of the implementation of local government ecological civilization policy is an urgent task.
