Research On The Measures And Methods To Achieve Continuous Safety Of Zhanghu High-speed Railway Passenger Transport

The 19 th national congress of the communist party of China clearly stated that it is necessary to adhere to the overall concept of national security,carry forward the idea of putting life first and safety first,and resolutely curb serious and major safety accidents.This puts forward new and higher requirements for railway safety,and it is the major political and social responsibility of railways to ensure the safety of high-speed railways and passengers.High-speed railway passenger transport operation is an important link that directly affects passenger transport.The safety of high-speed railway passenger operation is related to the overall situation of railway operation safety.Therefore,using the method of system theory to analyze and study the operation safety of high-speed railway passenger transport is of great practical significance to realize the continuous safety of railway.This paper first analyzes the requirements of the national and industrial security field and the research in related fields at home and abroad,expounds the concept and connotation of sustainable security,and clarifies the four elements that affect sustainable security.Secondly,the personnel,equipment,environment and management factors that affect the operation safety of high-speed railway passenger transport are specifically analyzed,including the analysis of each factor,the relationship between each factor and the influence of the combined effect on the operation safety of passenger transport.This paper studies the four factors of safety risk sources and lists the main high and low safety risk items in reality.Then,on the basis of the analysis of the factors affecting the safety,this paper puts forward the countermeasures and specific measures to realize the sustainable safety of passenger transport operation from three aspects: strengthening the concept of safety development,perfecting the safety guarantee system and deepening the essential safety of passenger transport.The sixth part,taking ulanqab station as an example,analyzes the current situation of passenger operation safety management in ulanqab station,studies and evaluates the safety risk points,lists out the prevention and control measures,and puts forward the countermeasures to realize the continuous safety of passenger operation in ulanqab station.
