Government Guidance And Optimization Research On Third-Party Environmental Pollution Control

The pollution control through the third-party service has changed the traditional mode,providing a new way for our country’s pollution control.In recent years,the prevention and control of the environmental pollution has become the main task.Our China proposed that we should effectively prevent and defuse major risks,lift people out of poverty,and prevent and control pollution.The prevention and control of the environment pollution is one of them.In order to further promote the third-party control,the State Council issued “The Opinions On Implementing Third-Party Control of Environmental Pollution”,which guides our governments across the country to make their efforts to implement the third-party control,besides,they should also play an active role in guiding and promoting the implementation of such measures.In certain regions,industries and fields,a lot of experience has been accumulated and there have emerged some successful examples,forming the replicable and transferable experience.This thesis analyzes the current situation about the practice of the third-Party control in Zhengzhou and searches for the existing problems.Based on this,we will try to find new ways to solve the problems to improve the third-party control and achieve a better effect on the environmental control by comparing with the foreign practical experience and taking advantage of the guiding of the government.To solve the problems existing in the practice of the third-party control by the government,we need to improve the legal system,support the policy,regulate the market order,strengthen the environmental law enforcement,establish the credit evaluation mechanism of the environmental protection.However,it requires the government to guide,push and achieve the establishment of these mechanisms.This thesis sorts out the research of relevant literature to refine,analyze and summarize some areas which have a good practical effect of our country,at the same time,it also conducts field investigations in Zhengzhou to find current problems and difficulties,such as the lack of legal system and imperfect market mechanism,the lack of government supervision and the incentive policies,the low level of public participation and so on.From these aspects,we suggest that,with the better guiding and promoting of our government,we should effectively promote the legislative improvement,improve system security and market mechanisms,strengthen supervision and enforcement,increase policy support,and guide public participation.At the same time,our government departments should also fully perform their duties,pay the greatest attention to this work,actively learn the theoretical knowledge of the third-party control,aiming to continuously improve the level of environmental pollution control and the environmental quality.Our government should closely cooperate and form a joint effort to promote the third-party control practices of environmental pollution in Zhengzhou and make it develop deeper and broader.
