Research On The Implementation Mechanism Of Straw Burning Ban Policy From The Perspective Of Collaborative Governance

The 19 th National Congress of the Communist Party of China has proposed the battle fightting resolutely against pollution,continues to implement air pollution prevention and control actions to win the blue sky defense war.In this context,some provinces have attached more importance to the straw burning policy.But the implementation of the straw burning policy has become one of the most difficult problems in the current local government gover nance.The phenomenon of straw burning has not been banned due to the lack of comprehensive utilization.While the reason is not only the weak comprehensive utilization ability,but also the implementation mechanism of the straw burning policy.To understand the reasons for the invalid ban on straw burning,it is necessary to clarify the main body of the straw ban,including the government,enterprises and social subjects,what role they play in policy implementation,and how the internal and inter-subject entities of the cross-sector Interaction and analysis of the problems in the implementation of the straw ban.To clarify the participation characteristics of local government policy executives,it has certain reference value for local government governance.Studying the problem of straw burning can not only provides some reference and guidance for the implementation of straw ban,but gives some inspiration to the improvement of national governance practice seeing big things from small things.This paper constructs the relevant analysis framework through theoretical analysis using the literature research method,collects the main empirical data using the in-depth interview method,and selects Heilongjiang Province as an example through case study method,then analyzes the implementation mechanism of straw burning ban policy based on empirical data.Firstly,on the basis of reviewing the related literatures on policy implementation and collaborative governance at home and abroad,combined with the theor y of multi-center governance and bureaucracy,and based on the improvement of the 2×2 analysis framework of collaborative governance,analysis framework of the policy implementation of banned burning about cross-sector subjects were constructed and the analysis framework of the implementation mechanism of the straw burning ban policy of the same sector,which are the theoretical basis of the full text.Secondly,it analyzes the policy implementation mechanism of cross-sector subjects in straw ban,concluding that in the interaction of cross-sector subjects,the government relies on administrative means,economic means and educational means to attract enterprises and social subjects to promote the implementation of the ban on burning.The government is the in itial resource provider,rhythm controller and organizer,enterprises provide professional services,social entities complement some functions of the government and enterprises.The three entities reach a unified opinion through joint negotiations and jointly complete the ban,they complete it through corresponding technologies to communicate and monitor at work.The government and the enterprises,the government and the social subjects balance each other,but the social subjects unilaterally contain the enterprises limitedly.Under the protection of laws,regulations and contracts,the implementation of the ban on burning is implemented by means of acquaintance culture and social relations.Then,it analyzes the policy implementation mechanism of the main body of the same sector in straw ban,concludes that within the government,governments at all levels attach great importance to the ban on straw burning,it forms a the joint meeting of the ban on burning and the four-level grid management system to achieve the division of labor and collaboration to mobilize multi-sectoral participation in the ban,it reaches a communication and coordination through documents,meetings and informal relations.There were checks and balances between the government level and the horizontal departments.Within the enterprise body,enterprises participated in the comprehensive utilization of straw according to different professional service fields.In the pursuit of interests,enterprises in the case of government subsidies,based on their respective professional equipment division of labor,through their own professional advantages to form cooperation,but overall,the cooperation between enterprises is limited,and there is no checks and balances;within the social subjects,Villager Committee and Village Party Committee are responsible for the establishment of the fourth-level grid for straw burning,the implementation plan and supporting system.Some farmers form a support team to participate in the ban.They formed the information exchange circle through WeChat and telephone.The committee and the peasants balance each other and work under the kinship and moral constraints.Finally,it analyzes the practical challenges of the implementation of the straw burning policy and the problems in the implementation mechanism of the straw burning ban policy,and puts forward targeted policy recommendations.
