The 20 th National Congress of the Communist Party of China sounded the clarion call for China to officially embark on a new journey of comprehensively building a modern and powerful socialist country,promoting the harmonious coexistence between man and nature,promoting coordinated and high-quality regional development,and improving the modernization of the national governance system and capabilities.Become the main target task in the initial construction stage.In this context,the coordinated management of water pollution by local governments is an inevitable requirement for the advancement of pollution prevention and control,an important component of regional coordinated high-quality development,and a rare opportunity for the modernization of government governance capabilities.However,the previous research on the collaborative governance of water pollution by local governments is still at the level of theoretical discussion and case analysis.The calculation of the level of synergistic value,the design of synergistic schemes,the research on the realization path of synergistic governance,and the evaluation of policy effects are still lacking,and systematic investigation is urgently needed.To meet the needs of practice and research.To this end,this paper takes local government water pollution collaborative governance actions as the research object,aiming to comprehensively explore the three core modules of the necessity,feasibility and effectiveness of local government collaborative governance models in water pollution governance.Focusing on this research topic,this paper follows the research idea of "supporting its necessity with theoretical analysis,improving its feasibility with level evaluation,program design,and realization path,and verifying its effectiveness with empirical test".Based on the empirical test and path discussion as the center,and featuring program design and collaborative evaluation,systematic research on the collaborative governance of water pollution by local governments is carried out.First of all,starting from the connotation and essence of water pollution control,scientifically measure and evaluate the level of coordination,and design a regional plan for coordinated water pollution control of local governments.At the level of collaborative measurement,the research shows that:(1)From the perspective of time evolution,the level of coordinated water pollution control by provincial and local governments across the country has gone through three stages: from falling to rising,and finally tending to a steady decline.(2)In terms of spatial distribution,the west is floating,the central is stable,and the east is below the average for a long time;(3)In addition,there are differences in the level of coordinated water pollution control by local governments in various river basins and regions Larger,as of 2019,the Pearl River Basin is still one of the areas with remarkable results in water pollution control and a high level of coordination in China,and relevant collaborative experience is worth promoting;at the level of zoning plans,this paper is supported by collective action theory and complex network system theory.Four principles of consistent goals,appropriate scale,geographical proximity and economic connection were extracted and four starting points were summarized,and the zoning scheme design was carried out from the three levels of watershed selection criteria,province division principles,and city inclusion criteria in the water pollution collaborative governance zoning scheme,and the final design covers ten water pollution control coordination areas in all provinces and cities.Secondly,based on the assumption of rational economic man in the policy game between local governments,the path to realize collaborative governance is clarified.Based on the thinking of dynamic evolution,this paper adopts the method of simulation to analyze the behavior strategy and goal realization path of the local government participating in the collaboration.The research found that:(1)The upstream and downstream governments in the synergy zone will constantly adjust the governance strategy according to the other party’s choice strategy and their own income to maximize the benefits;(2)The benefit coordination mechanism of collaborative governance is extremely important.When the compensation income or punishment amount received by the local government is large,the willingness of both parties to cooperate is relatively high.In addition,the short-term economic loss of upstream local governments in the synergy zone can be compensated by long-term ecological benefits,so ecological benefits should be improved to stimulate their willingness to cooperate in the long-term;(3)The supervision and management mechanism is also critical,and higher-level supervision can effectively promote the upstream and downstream governments coordinate governance to improve the ecological environment of the river basin.However,with the continuous improvement of rewards or punishments,the positive incentive effect on the upstream government is more obvious than that on the downstream government.That means that the upstream government is more sensitive to the central government’s punishment,and the downstream government is more sensitive to the central government’s reward.Finally,based on the two-dimensional perspective of "coordinating environment and economy" in policy evaluation,the impact of local government water pollution collaborative governance on pollution reduction and green economy is studied.At the pollution reduction level,the Spatial Lag of X Model(SLX)is used to analyze the effectiveness of water pollution control and the compensation for the defects of the territorial governance model.The research results show that:(1)The improvement of the level of water pollution coordinated governance by local governments is not only beneficial to local pollution reduction,but also has the effect of spatial spillover governance to adjacent local governments;(2)Collaborative governance can not only improve the overall water quality,It can also solve the problem of deep water pollution to achieve efficient and comprehensive water pollution control,and can effectively solve the persistent problem of "whitewashing pollution control" in territorial governance;The pollution reduction effect has a positive regulatory effect,showing the important role of "communication cost" and "economic connection" in promoting the coordinated management of water pollution by local governments.At the level of green economy,the dual machine learning(DML)method is used to analyze the events of implementing coordinated policies and gradually incorporating local governments into coordinated divisions.The research shows that:(1)Local government water pollution coordinated governance policies have significant and significant impact on green economy.It has a steady promotion effect and has a differentiated time trend effect.It may cause "labor pains" on the regional economic aggregate in the short term,but the treatment effect of the policy is significantly positive in the long run;(2)As far as the impact mechanism is concerned,the level of local government Collaborative pollution control can achieve green economic development by stimulating green technology innovation and advanced transformation of industrial structure;(3)The level of regional marketization and digital economy have a positive regulatory effect on the green economic effect of collaborative governance policies,but there are certain differences.Phased conditioning features.
