| In recent years,China’s water environment pollution has been presenting a basin-like spread.Most urban agglomerations,economic belts or industrial agglomerations are serving as “water pollution heaven” for some developed industrial countries due to irrational use of foreign capital and transfer of industries.They have evolved into "pollution groups" and "pollution belts." Following the most stringent water resources management system of “Water Ten”,“River Chief System” also clearly stated that “the rivers and lakes across administrative areas should be clearly defined,and the upstream and downstream,the left and right banks should be coordinated to achieve joint prevention and control” to solve the complex water problems and improve water management systems.The local government coordination mechanism has become an inevitable choice for the comprehensive management of the water environment of the Yangtze River Delta urban agglomerations.On the basis of defining and interpreting the Yangtze River Delta city group and inter-governmental coordination,this paper discusses the possibility and feasibility of local government collaborative governance from the theoretical level,and sorts out the water environment governance process,market and government mechanism’s limitations of the Yangtze River Delta city group.Taking Taihu Lake as a typical example,reviewing the Taihu Lake water environment governance crisis and the “River Chief System” exploratory practice,on the basis of summarizing the River Rhine,the River Thames and the Tennessee river’s water environment inter-governmental governance model,this paper summarizes the reference value of the inter-governmental collaborative management of water environment in the Yangtze River Delta urban agglomerations,and proposes the mechanism design of the coordinated management of local governments in the Yangtze River Delta city group about how to define the local government’s responsibilities in the coordinated management of water environment and choose reasonable policy tools,combined with the "River Chief System" and other new policies,proposes a concrete path for the coordinated management of local governments in the Yangtze River Delta urban agglomerations.The research results show that the current research simplifies or linearizes the relationship between local governments,and has less analysis of its deep incentives.It is not deep enough for the construction of local government coordination mechanism,and it cannot be closely integrated with the new policies such as “River Chief System”;Environmental governance needs to establish a cross-regional,inter-basin,and cross-sectoral synergy mechanism.The Yangtze River Delta urban agglomerations environment inter-governmental collaborative governance experience concept achievement,agreement signing,governance agreement implementation,coordination mechanism structure,etc.,still difficult to get rid of the "tragedy of the commons" and "Prisoner’s Dilemma";In the Taihu Lake Basin,many practices have been carried out in the control of source and sewage interception to reduce external pollution,salvage and dredging to reduce endogenous pollution,water transfer and drainage,and increase environmental capacity.The “Taihu Model” for water pollution control charges,the “multiple synergy” of environmental governance,the transition from engineering governance to social governance,the combination of vertical cooperation and horizontal networks,and development finance and green finance policies.On this basis,it is proposed to accelerate the construction of a paid emission trading mechanism,implement an ecological compensation mechanism for urban agglomeration development,build an interactive mechanism for cross-border water environment governance,establish a public participation governance and reporting mechanism,accelerate the construction of emergency warning and punishment mechanisms,and build the effective information communication and sharing mechanisms. |
