Study On Environmental Basic Theory Of Sustainable Development Model Of Urban Refinery

With the progress of our society,the scale of the city has been expanding and the national urbanization process has been accelerating.many previously remote areas,where chemical plants are located,are increasingly more densely populated by schools,residential areas,hospitals and shopping maills.Then the chemical industry encircle city phenomenon leads to the urban refinery.Because there are few studies on the refinery in China and abroad and also no definite definition at present,the concept of the urban refinery is defined by taking into account the characteristics of refineries in the typical urban refineries at home and abroad.It is going to understanding the present situation of the urban refinery in-depth and analyze the subjective and objective reasons of the urban refinery.This leads to the bottlenecks of survival and development of the refinery.Although the urban refinery has a potential impact on the local environment and personnel safety,the contribution of the enterprises to the local economy,energy and employment can’t be ignored,and the background of the city-type refinery should be fully grasped.Due to the factors like the government-oriented policies,urban development planning,their own pressure and so on,the development of urban refinery is facing a crisis.Based on the analyzing and comparing with the two aspects between the advantages and disadvantages as well as two modes between relocation development and non-relocation development of urban refinery respectively,it can be concluded that the two development modes of refinery are of the advantages and disadvantages and the development of the enterprise is determined by many factors.As the refinery relocation project is huge,can’t be done in a short time,so the implementation of environmental protection measures of high standards and strict requirements on urban refineries is not only appropriate for non-relocation of urban refineries,but also relocated refinery which can’t be completed within a short time.The pollutant discharge standard of the refinery is necessary for the sustainable development of the refinery.The applicability of standards can be improved by introducing the concept of environmental capacity into the standard,and establishing the urban refinery environment criteria obtained by standard selection,comparison,environmental capacity simulation and the feasibility assessment,and fully considering the characteristics of refineries and their own situation.The sustainable development aim of the urban refinery can be achieved by combining the characteristics of the factories,and introducing the use of clean production concept into all aspects of the process of the production and reducing the pollutant emissions to a minimum to achieve green cleaner production.
