Research On Evaluation Of Wuzhou’s Industrial Water Pollution Prevention And Control Policy

Industrial water pollution prevention and control policy is an important part of speeding up the reform of ecological civilization system and an inevitable choice to alleviate the contradiction between current industrial development and water environmental pollution.Since the 13 th Five-Year Plan,Wuzhou has formulated a series of policies and measures to promote the study of industrial water pollution prevention and control.How to use the relevant policy analysis theory to effectively evaluate the rationality and feasibility of these policies,and to provide suggestions for improvement and optimization in view of the existing shortcomings of the policies,is the key to promote the optimization of industrial industry and the sustainable improvement of water ecological environment in Wuzhou City.This paper makes an in-depth study of the content of industrial water pollution control in the Plan of Action of the Action Plan for Water Pollution Prevention and Control in Wuzhou City and other policy related to it,and then identify the premise and stances,goal,strategy and results of the policy.Taking the premise stances of Wuzhou Municipal Government as the leading factor,this paper comprehensively analyses the relationship between policy elements from the viewpoints of policy makers and other policy participants,and analyses the logical consistency,economic adequacy,political legitimacy and feasibility of implementation of policies,that is,to evaluate the logical effect,economic efficiency,jurisprudence and implementation dependence of policies.First of all,by analyzing whether the goal is derived from the premise,whether the strategy can achieve the goal,whether the result can be traced back to the strategy,and evaluate the causal logical relationship among the various elements of the policy.Secondly,it evaluates the upper and lower limits of resource supply and demand among the various elements of policy,and evaluates the efficiency of policy resource utilization from the economic point of view,which provides a reference for the reduction of policy leaders and the avoidance of waste of policyresources.Finally,the dependence analysis analyzes the legal and practical aspects of the policy from the point of view of correlation,and evaluates the legitimacy and feasibility of the policy from the point of view of the key stakeholders of the policy.The evaluation results show that the logical relevance of the industrial water pollution control policy in Wuzhou still needs to be improved,the efficiency of resource allocation still needs to be optimized,the political identity of the policy needs to be strengthened,and the support for the implementation of the policy also needs to be continued to strive for.Based on the existing problems of the policy,the author finds that it is closely related to the unreasonable setting of the elements of the policy itself,the imperfection of the policy guarantee mechanism and the low comprehensive quality of the policy participants.Therefore,in order to promote the industrial water pollution prevention and control policy to achieve better results,using the S-CAD analysis method,standing on the position of Wuzhou Municipal Government,this paper puts forward some suggestions for improving the policy from the aspects of optimizing the policy content setting,perfecting the supporting policies,perfecting the policy guarantee mechanism system,enhancing the comprehensive quality of participants,increasing the input of policy resources and so on.It provides a reference for policy makers to straighten out the logical causality of policy,improve the efficiency of policy resource utilization,and improve the dependence of policy implementation,so as to promote the effect,efficiency and dependence of policy.
