| The greatest economic achievement of modern China belongs to the independent and complete industrial system with complete categories and the largest scale in the world,which has driven the rapid economic development in only 70 years.However,while people enjoy the fruits of industrialization,the problem of environmental pollution has become serious.At present,when China moves forward from being an industrial powerhouse to an industrial power,it is worth paying attention to how to coordinate the relationship between industrial development and environmental protection and how to use various environmental regulation tools properly to promote industrialization towards a clean and green direction.First of all,this paper has sorted out the research literature and found that there are many articles on environmental regulation,industrial structure upgrading and industrial internal transformation and upgrading,but the literature focusing on the "green" transformation and upgrading of industrial industry is relatively scarce.Therefore,based on the theories related to environmental regulation and industrial transformation and upgrading,this paper further explored the action mechanism of environmental regulation on industrial green transformation and upgrading.At the same time,it also analyzed the current situation of China's environmental regulation and industrial development as well as the environmental pollution problems caused by industrial development.The results show that China's environmental regulation is gradually becoming stricter,but compared with severe resource and environmental problems,it still needs to increase investment in environmental governance.Secondly,based on the panel data of 30 provinces and cities in China from 2003 to 2016,this paper adopts the empirical analysis method to explore the impact of environmental regulation on industrial green transformation and upgrading from the perspective of regional heterogeneity and heterogeneity of environmental regulation tools.In addition,since environmental regulation can indirectly influence industrial green transformation and upgrading through technological innovation and investment demand,this paper also studies it.The results show that: the whole country is still in the stage of inhibiting the transformation and upgrading of industrial green by environmental regulation.In terms of regions,the eastern region has crossed the u-shaped turning pointof environmental regulation,that is,with the increase of environmental regulation intensity,it is beneficial to the transformation and upgrading of industrial green,while the central and western regions are still at the left end of the u-shaped turning point.Under the heterogeneity of environmental regulation tools,there is a u-shaped relationship between command-and-control and market-driven environmental regulation and industrial green transformation and upgrading,both of which are in the inhibition stage of industrial green transformation and upgrading,while the inverted u-shaped relationship between public participation environmental regulation and industrial green transformation and upgrading is in the promotion stage.Considering the impact of different types of environmental regulation tools on industrial green transformation and upgrading under regional heterogeneity,command-and-control environmental regulation plays a promoting role in the eastern and western regions,and a restraining role in the central regions.The market-driven environmental regulation is the restraining effect in the central and western regions,the promoting effect in the eastern regions,and the u-shaped effect in the eastern and central regions.The public participation type environmental regulation in three regions all displays the promotion function.Finally,this paper puts forward the following policy Suggestions: 1.Continue to improve the intensity of environmental regulation in the eastern region;2.Raise the intensity of environmental regulations appropriately in light of the actual development in the central and western regions;3.Advocate flexible and diverse tools for environmental regulation;4.Implement policies on investment introduction in conjunction with environmental regulations;5.Increasing the guiding role of environmental regulation in the investment of environmental protection technology innovation input;6.Improve the performance appraisal system and environmental regulations for local governments. |
