Environmental issues have become difficult problems that restrict global economic construction and human development.And technological innovation is one of the key elements to solve this problem and achieve sustainable development.Public environmental participation and government environmental regulation are tools to improve environmental quality.If they can promote industrial technological innovation and achieve common progress in economic and environmental performance,it will help China's economy to transition from a high-speed growth stage to a high-quality growth stage,thereby promoting sustainable economic development and ecological civilization.Based on this background,this article detailed the relevant theoretical basis of public participation,environmental regulation and patent output.This article divides 30 provinces of China into industrial agglomeration areas and non-agglomeration areas according to the degree of industrial agglomeration,and analyzes public participation,environmental regulations,and patent output status in different regions.Through theoretical basis and existing research,the interaction mechanism of the three subjects of "public-government-enterprise" in the environmental management process is clarified,and a theoretical model is established.The article uses provincial panel data from 2007 to 2017 to examine the impact of public participation,environmental regulation,and industrial green patent output,and explore the differences between the three relationships in different regions.Finally,policy suggestions are put forward based on the theoretical basis,the current status of each region and the empirical test results.This study shows that:(1)the public in industrial agglomeration regions has a more urgent desire to improve the environment,and public environmental participation has a significant inhibitory effect on the output of industrial green patents.(2)In the industrial agglomeration area,the command-controlled environmental regulation promotes the output of industrial green patents,and the market-inspired environmental regulation production is not significant.In industrial non-aggregation areas,both types of environmental regulations have significantly inhibited the output of industrial green patents.(3)Only in non-industrialized areas,the two types of environmental regulation play a part of the intermediary role,of which the market-inspired environmental regulation plays a greater role.(4)At present,in the multi-governance environmental governance system,the role of public participation in China has not been effectively guided,it has a negative impact on the overall output of industrial green patents.And it has not fully played a complementary role in government environmental management.Therefore,in the end,this article combines the status quo analysis and empirical test results,and puts forward relevant suggestions including strengthening the implementation supervision of local government policies on public participation,strengthening guidance on the public,improving the reward and punishment mechanism,and establishing environmental regulations that show regional characteristics.So as to ease the contradiction between economic construction and environmental protection,and achieve sustainable economic development.
