Recently,under the advocacy of the whole society to save energy and protect the environment,projects of Natural Gas Distributed Energy(NGDE)in our country have gradually increased.From the practical experience,compared with other traditional energy projects with equivalent energy scale,although the initial investment increases 30% even 100%,looked from the whole life-cycle of projects,NGDE projects can greatly improve the economic benefit and social benefit.The study on whole life-cycle investment decision for NGDE projects is beneficial to better determine low-cost and good-income solutions.This paper applies value engineering principle,combined Project Whole Life Cycle(PWLC)theory and Analytic Hierarchy Process – Fuzzy Mathematics(AHP-Fuzzy),to put forward a quantitative system evaluation method which can reflect the objective reality.The thesis first introduces the contents and characteristics of Natural Gas Distributed Energy(NGDE)projects,as well as the general methods of project evaluation.Contra posed the deficiency that traditional investment decision methods of the energy system only consider direct economic benefit or initial investment cost of the solution but take insufficient account of impacts on the overall benefit improvement with function enhancement of the energy system within the whole life-cycle,this paper combines NGDE project's function with cost,and technology with economy within Project Whole Life-Cycle(PWLC)to evaluate,and has built an evaluation model of whole life-cycle investment decision of Natural Gas Distributed Energy System(NGDES)based on value engineering,to calculate function coefficient by Fuzzy Comprehensive Evaluation(FCE).Compared with traditional evaluation methods to evaluate the economic effects,the evaluation method based on value engineering and PWLC theory can more comprehensively and objectively evaluate the implementation scheme of NGDE projects.Finally,combined with engineering examples,the paper has verified the proposed investment decision method.The verification results show that this evaluation method can get ideal evaluation results,which has very important significance to improving the investment decision-making of Natural Gas Distributed Energy System(NGDES)and promoting the development of NGDES.
