In twenty-first Century,global climate change was one of the most serious challenges facing mankind,and cities played a key role in global climate change,especially in the rapidly developing China.To this end,the Chinese government attaches great importance to global climate change.It promises that the carbon dioxide emissions per unit of GDP will decrease by 40%-50% on the basis of 2005 in 2020.Worldwide,transportation is an important field of energy consumption and carbon dioxide emissions.Urban traffic plays an important role in it.In China,the development of transportation is the main reason for the growth of oil consumption,and there is great potential in energy saving and emission reduction.The city is a highly concentrated place of all kinds of elements and the main contributor to the carbon emissions of the whole country.Urban carbon emissions are mainly concentrated in industries,transportation,construction and other fields.With the rapid development of China's economy and society,the rapid popularization of motor vehicles,the priority of the development of public transportation,the transportation industry occupies a more and more important position in the carbon emission of the city.Therefore,it is the objective requirement for the development of low carbon cities to promote the low carbonization of urban transportation.The purpose of this paper is to systematically study the evaluation method and index system of urban low carbon traffic.In 2016,Zhejiang promulgated "Zhejiang province low carbon development" 13 th Five-Year "plan",which requires the real promotion of traffic low carbonization.Hangzhou,as the first batch of low carbon pilot cities in Zhejiang Province,should make efforts to achieve low carbonization in the field of traffic.Therefore,implementing the evaluation of low carbon traffic in Hangzhou is urgent.This paper focuses on the construction of the urban low carbon traffic evaluation index system,and carries out an empirical evaluation of Hangzhou city.From the combing and evaluation of relevant research at home and abroad,this paper explains the theoretical basis and realistic basis of the urban low carbon traffic evaluation,and from the vehicle index,infrastructure index,policy management index and low carbon ring.The four dimensions of the energy consumption index are selected and the system is constructed,and the development status of low carbon traffic in Hangzhou is evaluated,the difficulties and shortcomings are summarized,and the corresponding countermeasures and suggestions are put forward.Specifically:The first chapter introduces the background and significance of the thesis,and introduces the research status of low carbon traffic and low carbon traffic system at home and abroad.Finally,it introduces the research content,method and route of this paper.The second chapter first introduces the theory of low carbon traffic and explains how the low carbon traffic is developed.Secondly,it introduces the system theory,analyzes urban traffic and urban low carbon traffic as a system,and gives a simple analysis of the carbon emissions of urban traffic.The third chapter introduces the urban low carbon traffic system on the one hand,and analyzes the relationship between carbon emission and the development of low carbon traffic.On the other hand,it analyzes the influence factors of carbon emission in the urban low carbon traffic system from two aspects.The fourth chapter introduces the construction of the urban low carbon traffic index system,including the principle of setting up the index,the handsome selection of the index and the establishment of the index,and the detailed description of the index from four dimensions.The second part introduces the construction of the urban low carbon traffic evaluation model,and selects the evaluation model suitable for this article.The fifth chapter introduces the development status of low carbon traffic in Hangzhou from five aspects,such as public transportation,slow traffic,new energy vehicles,urban road network and vehicle ownership.Secondly,quantitative and qualitative analysis is carried out from the aspects of infrastructure,transportation and policy management to evaluate the low carbon traffic in Hangzhou.Price,and finally,provide countermeasures and suggestions for the development of low carbon transportation in Hangzhou..
