The concept of low-carbon has been given under the backbus of responding to the global climate change and promoting the reduction of greenhouse gas emissions in human activities. The development of low-carbon economy is an inevitable choice for the sustainable development of human society. In the backbus of low-carbon economy development, the development of urban low-carbon traffic is also inevitable. The low-carbon urban traffic means the strict control of the carbon emissions of urban traffic and further reduction of the emission level, on the basis of a satisfactory traffic demand. In recent years, the carbon emissions of the urban traffic increased rapidly in China. The development of urban traffic is facing a severe challenge. Feasible policies and measures need to be proposed urgently, in order to promote the development of urban low-carbon traffic, on the basis of a scientific analysis of the urban low-carbon traffic system.The urban traffic system is a complex dynamic system, the development of which is limited by social, economic, environment and other factors. In this paper, a comprehensive analysis of the urban low-carbon traffic system was firstly studied. An understanding of the concept of urban low-carbon traffic system was discussed, followed by an analysis of the constituent elements and their relationships. Secondly, the evaluation index system of the urban low-carbon traffic was established, the key factors relating to the development was revealed macroscopically. A dynamics model of urban low-carbon traffic system was also established, hi this model, the relationship between factors of urban low-carbon traffic system was analyzed. Moreover, the author constructed a dynamics model of the low-carbon traffic system for Beijing. A quantitative analysis on system elements was carried out. The model simulated the development trend of low-carbon traffic in Beijing from2005to2020under different policies. The article proposed the specific policy approaches to realize the urban low-carbon traffic.
