Study On The Sustainable Development Of Meixian Based On Modified Model Of Ecological Footprint

Meixian is located in the core area of Guanzhong-Tianshui Economic Zone,since the successful creation of ecological demonstration area in 2010,to"Ecological County,Tourism County,Industrial County,Agricultural County"four strategic-oriented,under the jurisdiction of 8 towns which 7 towns were identified as provincial ecological town,especially ChangXing town was identified as municipal ecological town.In practice,the results of its strategy is succeed,but lack of scientific measures and theoretical confirmation.At the same time,the degree of association,the implementation efficiency of the relationship between"Industrial County,Agriculture County"and"Ecological County",whether matched with the actual,also lack of scientific measure and calculate.The ecological environment is an important factor in sustaining economic growth.Sustainable development requires human beings constrained by the sustainability of ecosystems,regulate the demand for ecosystem resources and services,so that improve the level of social welfare in a cost-effective and long-term way.On the other hand,the acceleration of the industrialization process makes the excessive consumption of resources,space development disorderly,the deterioration of the ecological environment,the rapid growth of public service demand and other outstanding problems also follow.In the field survey,the survey results show that the infrastructure in the research area is better but still need to be improved,the public ecological knowledge to be popular,resident’s environmental awareness is not enough to participate in the enthusiasm to be improved,the government environmental protection call is not enough.Interview results show that the Meixian government highlighted the"ecological legislation county"concept,more concerned about the resource type,recycling projects.Construction of Industrial Energy Consumption,Agricultural Input and Agricultural Pollutant Account by Ecological Footprint Theory.The results show that during the12th Five-Year Plan period,the ecological footprint of per capita industrial energy consumption in Meixian County decreased from 0.6987 hm~2/person to 0.5714 hm~2/person,and the ecological footprint of per capita agricultural pollutants increased from 0.2612 hm~2/person to 0.2946hm~2/person,per capita agriculture The ecological footprint of the inputs increased from 0.1488hm~2/person to 0.1726 hm~2/person.The results show that the"Ecological County"is established within the framework of the description of the ecological footprint method,and the degree of economic development is increased,the efficiency of ecological resource utilization is improved,and the degree of economic growth is reduced to the environment.Using the gray relational model,the coupling degree model further explains the relationship between the social,economic and ecological environment of Meixian.The results of the gray relational model show that the agricultural production resources in the process of supporting the agricultural production activities and the development of agricultural production resources to the economy and society are significantly higher than the industry.The results of the coupling model show that the period of 2013 to 2015 is that the situation of the ecological environment of the industrial and agricultural production activities in Meixian County is gradually improved.At the same time,we can not unilaterally emphasize the supply capacity of ecological environment to agricultural production activities,and ignore its ability to absorb and digest agricultural pollutants.On the other hand,agricultural production activities should be consistent with the evolution of economic development,ignoring the law of economic development and blindly advocate"Agricultural County",the pursuit of country,farmers’economic interests at this stage may not be entirely desirable.Advices in"Ecological County,Agriculture County"planning and related tasks are from the basic social security(such as pension,medical insurance,residents)infrastructure(such as cable TV penetration etc.),improving people’s livelihood,promote social harmony(such as affordable housing and other aspects of the implementation).
