Wetland,as an important ecological natural resource,has a variety of ecological functions,so it is often compared to "the kidney of the earth","natural sponge","species storage".Wetland plays an irreplaceable role both from the perspective of human survival and development and from the perspective of biodiversity.Due to the uncontrolled utilization and improper protection of human being,the ecological environment of wetland has been seriously damaged.Since China joined the Wetland Convention in 1992,it has attached great importance to the protection of the ecological environment of the wetland,adopted a series of important protection measures,and achieved some results,but the wetland of our country is still facing.The problems of reduction of area,function deterioration,damage to species diversity,intensification of pollution,environmental deterioration,etc.Therefore,it is of great importance to fully understand the importance of wetland protection,to study and promote the protection legislation of wetland,to protect the wetland fully by the rule of law,and to be of great significance.From the legal situation of wetland protection in China,the legislation of wetland protection has taken shape.In the development process of wetland protection legislation,the local legislation of provinces,cities and districts took the lead and developed rapidly.Since Heilongjiang Province first issued the "Regulation on Wetland Protection in Heilongjiang Province" in 2003,41 provinces,cities and regions have been issued regulations on Wetland Protection one after another.At the national level,no unified central legislation on wetland protection has been enacted.At present,there are only the regulations on Wetland Protection and Management issued by the State Forestry Administration on March 28,2013.The effective implementation of these laws and regulations has greatly promoted the conservation of wetlands in China.The effective development of nursing work,but the limitations are also obvious.Since the state has not yet enacted unified wetland protection legislation,there are still obvious defects in the wetland protection legal system in our country.Moreover,the wetland protection legislation is mainly embodied in departmental regulations and local laws and regulations,and the level of law is low and the authority is insufficient.Therefore,it is urgent and important to study and formulate the special legislation of wetland protection in our country,which can adapt to the objective situation of wetland protection in our country,guide the local legislation of wetland protection,and construct the legal system of wetland protection in our country.At the same time,to further optimize the wetland environmental protection system measures,strengthen local wetland legislation It is feasible to deepen the system of wetland protection and management,to scientifically allocate the functions and powers of wetland management institutions,to strengthen wetland protection supervision and management,to effectively implement wetland protection legislation,to effectively protect wetlands,and to fundamentally reverse the situation of wetland protection.It is also of great importance.In addition,we should follow up the system in due course,establish the wetland development permit system,construct the wetland protection ecological compensation system,perfect the environmental impact assessment mechanism for wetland development and utilization,and ensure the public participation system for wetland protection,and so on.It is also necessary to perfect the legislation of wetland protection in our country.
