| In 2015,the “Beijing-Tianjin-Hebei Collaborative Development Plan” was released and implemented.Since then,the Beijing-Tianjin-Hebei coordinated development strategy has opened a new journey.In the process of coordinated development of Beijing-Tianjin-Hebei,environmental protection is the key and difficult content that needs to be the first to break through.In particular,the smog problem that frequently occurred in Beijing-Tianjin-Hebei in recent years has been highly concerned by the whole society and the whole world.Due to the complexity of regional environmental issues,the collaborative management of multi-agents in the exploration area has become a new path to solve the problem of smog in Beijing-Tianjin-Hebei.In the process of multi-agent collaborative governance,the public is an important kind of participatory force,which can effectively supplement the government and market regulation,and become a key factor in solving the smog problem in Beijing-Tianjin-Hebei.Based on the coordinated development of Beijing-Tianjin-Hebei,this paper is based on the theory of collaborative governance and multi-center governance theory.It uses literature analysis,quantitative analysis and questionnaire survey to conduct public participation in the governance of smog in Beijing,Tianjin and Hebei in-depth study.Based on the research results home and abroad,this paper expounds the related concepts of public participation in smog controlling,public participation and smog management.Meanwhile,it analyzes the status of public participation system construction in smog controlling in Beijing-Tianjin-Hebei region.Overall,the status quo of public participation in the governance of smog in Beijing-Tianjin-Hebei is based on a questionnaire survey.Through quantitative analysis of the results,the existence of insufficient public participation is clear,including the low participation frequency,the low participation level,and the participating organizations.At the same time,low level of participation and poor participation channels should also be a cause for concern.Based on the empirical research conclusions,the paper makes an in-depth analysis of the reasons for the lack of public participation,including the fact that the leading role of the Beijing-Tianjin-Hebei government has not been fully utilized,social integration and public participation have not achieved organic integration,and public participation is weak.In order to improve the status quo of insufficient public participation,we must start from the government,the society,and the public,other aspects.And we should guide the public to establish the political concept of multi-subject participation in smog governance,and build an institutional framework for public participation in smog governance in Beijing,Tianjin and Hebei.The Beijing-Tianjin-Hebei joint propaganda and education work,the establishment of the Beijing-Tianjin-Hebei smog governance information sharing mechanism,and the broadening of the public participation path increase public participation,so that the public can participate more actively and effectively in the activities of smog governance.This not only contributes to the development of cross-regional environmental governance research,but cause the positive impact of public participation in environmental governance. |
